Description
SYNOPSIS: SITE WORK & ENVIRONMENTAL REMEDIATION GENERAL The purpose of this Sources Sought request is to solicit information from Qualified Environmental and Highway/Heavy Construction (Site) Contractors for remediation planning, demolition debris removal (in soil), and site restoration of identified areas of the Navy Annex/Federal Office Building #2 (FOB2) complex in Arlington County, Virginia. The project areas are contained in the South Parking and NEX parcels of the FOB2 complex. The project work includes all labor, equipment, supplies, and materials necessary to perform the required remediation planning, demolition debris (in soil) removal, and site restoration professional services work identified for this project. SITE LOCATION AND AREA The land transfer of approximately 46 acres bounded on the north by Arlington National Cemetery, on the south by Interstate 395, on the east by Route 27/Washington Boulevard, and on the west by residential properties fronting Oak Street, requires remediation for cemetery use, removal of any improvements (down to 12' below finished grade) and preparation of the property for use as part of Arlington National Cemetery (ANC). The South Parking Parcel includes approximately 14 acres located to the south of Columbia Pike. The NEX Parcel includes approximately four acres located to the east of Joyce Street. Prior to the development of the NEX Service Station and South Parking Lot, the two parcels were occupied by barracks, other buildings, and manmade improvements to support the aforementioned structures. In the course of site remediation, remnants of the barracks and ancillary structures were discovered buried on the two parcels. The work under this contract will be in the South Parking and NEX Parcels. SUMMARY PROJECT DESCRIPTION 1.Demolition Debris: For the purpose of this request "demolition debris" is considered to be any building debris, improvements, support infrastructure, or man-made items that would not be found in unaltered fallow land. a. Work Area: The work areas include the following: i) The Navy Exchange (NEX) Parcel ii) The South Parking Parcel b. It is estimated that pockets of demolition debris are intermingled in a soil matrix of ≈ 65,000 cubic yards (CY) on the 18 acre site. The maximum depth of clean-up shall not exceed 12' below finished grade. c. Demolition debris greater than or equal to one-inch in any dimension shall be removed. The debris is known to contain NESHAP Asbestos-Containing Waste Material (ACWM), primarily in the form of demolished cement board. Removal of the debris shall be considered to be asbestos abatement. All removed material shall be considered to be ACWM, except for the following: i) Debris larger than six inches, which can be readily identified as "Non-suspect asbestos-containing material (ACM)". "Non-suspect asbestos-containing material (ACM)", may be disposed as general Construction & Demolition waste. ii) A buried concrete slab has been identified at a depth of ≈ 6.5 feet in the South Parking Parcel. Asbestos-containing floor tile [≈ 8,500 square-feet (sf)] is attached to the slab, and is categorized as EPA NESHAP Category II non-friable material. 2.New Site Work a. New site work includes providing site restoration and stabilization of all disturbed areas, grading and earthwork operations to restore the site grades to stable slopes, modify and amend soils to support the establishment of turf, and stormwater management. b. Provide clean, unconsolidated fill material containing no deleterious material or contamination to replace removed demolition debris. c. Provide required topsoil as natural, fertile, friable soil, typical of productive soil in the vicinity, obtained from naturally well-drained areas, neither excessively acidic nor alkaline, and containing no substances harmful to grass growth. Imported and existing topsoil shall meet the conditions of American Society for Testing and Materials (ASTM) D5268-07 Standard Specification for Topsoil Used for Landscaping Purposes. A minimum of three inches of approved topsoil after compaction shall be used for turf establishment. d. Establish turf on the entire project site. Permanent turf shall not be established until all grading, site work, and turf area site restoration has been completed. Questions: 1)Provide details outlining your company's project experience with removal of buried demolition debris, including ACWM and non-friable ACM, and proper disposal of same. 2)Provide details outlining your company's project experience with the import of clean fill, topsoil and the establishment of turf grass. 3)Provide details outlining your company's in-house capabilities, or the ability to sub-contract for, asbestos consulting, asbestos abatement, and transport/disposal trades that meet all federal, state and local requirements of the work described in the request. 4)Please provide a brief description of up to three projects which demonstrate the interested party's ability to conduct environmental/debris removal projects in conjunction with site restoration. 5)Provide information concerning the bonding capacity of your company on a per project and overall/aggregate basis. Responses should address each question and provide relevant information that demonstrates how the firm's recent past performance (last 5 years) is relevant to the work. Projects listed should include the dollar value, period of performance, size and scope of the firm's prior contracts. Firms need to include their business address, point of contact, cage code, duns number and small business status including specific category (for example, HubZone or Small Disabled Veteran Owned) on the attached form. Required format: There is a maximum page limitation of 5 typed pages that are single spaced using 12 inch Times New Roman font within an 8.5 by 11 inches page size. No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will not be considered.
