- Notice of Intent to Sole Source Solicitation Number: VA701-13-R-0087 The Department of Veteran Affairs, Program Contracting Activity Central (PCAC) intends to solicit and negotiate directly with Trifecta Solutions LLC, 1984 Isaac Newton Square #300, Reston, Virginia, 201390, for the procurement of services in support of the VHA Product Effectiveness Benefits Realization program under the authority of 38 U.S.C. § 8127 ©, Veterans First Contracting Program, as implemented by FAR 6.302-5, Authorized or required by statute. DESCRIPTION OF REQUIREMENT: The Product Effectiveness (PE): Benefits Realization (BR) Execution contract provides resources to effectively initiate, plan, and execute BR engagement services. It also provides for the creation of specific deliverables for the purposes of administering, documenting, reporting, and analyzing the results of the benefits realization engagements and for continuous process improvement of the program.
