- Description
- THE SOLICITATION WILL BE ISSUED IN ACCORDANCE WITH FAR 52.219-6, NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE. The contractor shall provide all labor, materials, equipment, supervision, transportation and management required to perform maintenance, repair, alteration and minor construction for installed equipment (Overhead Doors) at Naval Station Newport, Newport, Rhode Island. Under this contract, the contractor shall provide preventative and repair services for approximately 133 Overhead Doors. The contractor shall be responsible for maintaining all facilities, systems and equipment to a standard that prevents deterioration beyond that which results from normal wear and tear and corrects deficiencies in a timely manner to assure full life expectancy of the facilities, systems and equipment. Best commercial practices shall be applied in the performance of work. All work shall be completed per approved and accepted industry and equipment manufacturer's standards and shall comply with building and safety codes, applicable local, state and federal regulations. This combination firm fixed price indefinite quantity contract shall provide for a base period of one year plus four (4), twelve (12) month option periods for a total term of 60 months. The estimated cost range of this project is between $100,000 and $250,000 dollars, inclusive of all option years. Solicitation packages will be available on or about 10/28/2013. The due date for receipt of proposals is scheduled for 11/27/2013 at 2:00 P.M. The applicable NAICS code is 238290 (Other Building Equipment Contractors) and the small business size standard is $14 million. This solicitation is issued in accordance with FAR Part 12, Acquisition of Commercial Items and is 100% Set-Aside for Small Business concerns The Government will select the lowest price technically acceptable offer at a reasonable cost to the Government. Proposals will be evaluated utilizing the following evaluation factors in addition to Price: 1) Technical Approach, 2) Corporate Experience and 3) Past Performance. The offerors proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. Prospective offerors must be registered in the Systems for Award Management (SAM) database at www.sam.gov. in order to receive a federal government contract. Specifications will not be directly provided in a paper hard copy format or CD-ROM. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue at the following site: https://www.neco.navy.mil. All prospective offerors are encouraged to register on the above website for this procurement when specifications and drawings become available. Plan holders will be maintained on and can be printed from the web site. Any amendments issued to the solicitation will be posted solely on this web site. Offerors are required to verify the number of amendments issued by the Contracting Officer prior to the bid opening date.
