- NOTICE OF CONTRACT ACTION (NOCA) - AFLCMC/HBAK intends to issue a sole-source contract to Vaisala, Inc., Louisville, CO, for the removal, shipping, and refurbishment of two (2) AN/FMQ-22 systems. The Government contemplates a Federal Acquisition Regulation (FAR) Part 12 Firm Fixed Price (FFP) "C" type contract for this effort. The estimated award date is December 2013. Performance under the contract is estimated to be complete in March 2014. Vaisala will remove two (2) AN/FMQ-22 systems from Germany, and then ship the units to F. E. Warren AFB, WY after refurbishment. The statutory authority which permits other than full and open competition for this acquisition is Title 10 United States Code (USC) 2304(c)(1) as implemented by FAR 6.302-1. This authority is supported by an approved AN/FMQ-22 Removal and Refurbishment Individual Justification and Approval (J&A). This notice neither constitutes a Request for Proposal (RFP) nor an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. THIS IS NOT A REQUEST FOR PROPOSAL, AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offers, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's contract.
