Description
Eligible contractors who are interested in the indefinite delivery-indefinite quantity (IDIQ) Multiple Award Construction Contracts (MACC) for U.S. Army Installations within Honshu, Japan are requested to respond to this notice. The MACCs are IDIQ contracts whose requirements are competed among a pool of multiple awardees based on work defined in individual task orders. Work may consist of multiple disciplines in general construction categories. It may involve design services for all aspects of general building construction including construction, modifications and renovations of existing facilities at U.S. Army Installations within Honshu, Japan. The maximum aggregate amount of the MACC program, inclusive of all awarded MACC contracts, including options, may be Not-to-Exceed ¥9,500,000,000. Contract period may be one year from the date of contract award, with four (4) one-year options which may be exercised at the discretion of the Government. Individual task orders may range between Y1,000,000 and Y150,000,000 with most task orders falling in the range of Y5,000,000 and Y100,000,000. The number of contracts that may be awarded is unknown at this time, but will be no more than ten (10). A Pre-solicitation Conference/Site Visit will be conducted at a U.S. Army Installation within Honshu, Japan. T he date, time and location for the conference/site visit will be specified in the solicitation which will be made available only on Electronic Posting System (EPS) single government point of entry (GPE) Web Site at http://www.fedbizopps.gov at that time. Since the contemplating contracts are to be performed in Japan, the offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7 (modified IAW AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
