- Department of Homeland Security Federal Emergency Management Agency Requirement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued as a Request for Quotes (RFQ). The solicitation number is HSFE10-14-Q-0001, entitled Air Passenger Transportation. The Department of Homeland Security Federal Emergency Management Agency intends to issue a Blanket Purchase Agreement (BPA) for Air Passenger Transportation Services. The North American Industrial Classification System code is 481211 Nonscheduled Chartered Passenger Air Transportation with a small business size standard of 1,500 employees. In accordance with the Stafford Act, contracts or agreements with private organizations, firms, or individuals, preference shall be given, to the extent feasible and practicable, to those organizations, firms, and individuals residing or doing business primarily in the state of Alaska. Statement of Work: Provide air passenger transportation services for weekly service from Anchorage to Galena. Other destinations may include but not limited to: Fort Yukon, Circle, Eagle, Tok, Hughes, Emmonak, and Alakanuk. Flight can depart from the closest base/airport such as: Anchorage, Fairbanks or Bethel. The number of passengers per flight generally ranges from 2 to 16 based on FEMA mission. Flights may or may not include cargo. In exceptional emergency circumstances larger missions may require larger aircraft capacity or multiple aircraft to perform the mission. See attached Pricing Schedule. The following provisions and clauses apply to this acquisition and can be viewed through internet access at http://farsite.hill.af.mil reference FAR 52.252-1 and 52.252-2. Instructions to Offerors 1. To ensure timely evaluation of the quote, the offeror must follow the instruction contained herein. The quote must be complete, independent, and respond directly to the requirements of this synopsis/solicitation. 2. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer's opinion, adequate price competition exists no additional cost information will be requested. 3. The contractor will fill out the SF1449, the pricing schedule and submit quote in addition to the submittals located in the attached Request for Quotes. The contractor agrees to hold pricing for 30 calendar days from the date specified for receipt of quotes. Provisions at 52.212-2 Evaluation- Commercial Items As a result of this solicitation the Government intends to award a BPA to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government. The following factor shall be used to evaluate offers; Price, Past Performance and Technical. In accordance with FAR 52.212-2: Award will be made based on the evaluation factors located in the attached RFQ. The contractor must be registered in System for Award Management (SAM).
