- This is a COMBINED SYNOPSIS/SOLICITATION for a no-cost Civilian Enterprise (CE) Newspaper publishing services for Commander, Navy Region Hawaii, Public Affairs Office prepared in accordance with The Department of Defense (DoD) Instruction 5120.4 "Department of Defense Newspapers, Magazines, and Civilian Enterprise Publications." This contract is not subject to the Federal Acquisition Regulation (FAR) or the Defense Federal Acquisition Regulation Supplement (DFAR). FAR and DFAR clauses useful in protecting the interest of the Government and implementing those provisions required by law are included in the anticipated contract. This announcement constitutes the only solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The solicitation number is N00604-13-T-3128. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-69 and DFARS current to DPN 20130808. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 511110 and the Small Business Standard is 500 employees. The proposed contract is competed on an unrestricted basis. The period of performance is one (1) Base Year and four (4) yearly Option Periods. Please see Attachment 1 for Statement of Work and Terms and Conditions. NOTE TO OFFEROR: The CE Publisher sells advertising to cover the costs and secure earnings. The right to circulate the advertising in these publications to the DoD readership constitutes contractual consideration to pay for these DoD publications.
