Description
The Naval Air Systems Command intends to issue a contract action under the Basic Ordering Agreement N00019-12-G-0006 with the Bell-Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111. This acquisition is being pursued on a sole source basis. The Beyond Line of Sight (BLOS) Communications Suite enhances the independent self-deployment ability and the operational flexibility of the CV-22 Osprey. Bell-Boeing is contracted for the necessary Non-Recurring Engineering (NRE) efforts to qualify the "A-Kit" (permanent installation hardware). The V-22 Program Office is seeking a fully supportable Engineering Change Proposal (ECP) and the necessary Non-recurring efforts to implement the BLOS A-Kit onto the CV-22 Osprey, as well as the Recurring effort to forward fit the A-Kit. This requirement builds upon the NRE results of the previous work performed by Bell-Boeing for the CV-22 aircraft. Bell-Boeing is the sole designer, developer and producer of the V-22 Tiltroter aircraft and is the only known source that possesses the requisite knowledge of the design, fabrication, performance and operational characteristics of the aircraft required to perform this effort. In addition, Bell-Boeing is the only known source that possesses the totality of engineering and technical data required to perform this effort.
