- The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to negotiate on a non-competitive basis with SRI International, 333 Ravenswood Ave, Menlo Park, CA 94025 for continued development of the Cooperative Situational Information Integration (CSII) initiative comprised of the CSII software suite which integrates Partner Nations (PN) and the U.S. into a regional, web-based, unclassified, network-centric information sharing system that spans the air, maritime, and land domains. A Cost Plus Fixed Fee order is anticipated to be issued under a Basic Ordering Agreement with SRI International for continued development, testing, installation and integration of the Cooperative Situational Information Integration (CSII) system. The Government intends to procure the above items under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1. SRI International is the sole developer and provider of the Smart Integration Manager Ontologically Networked (SIMON) Services Oriented Architecture (SOA), and the only qualified source capable of effectively continuing the development, testing and integration of the CSII as an outgrowth of the SIMON SOA in a timely and cost effective manner. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to compatition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested firms may identify their interest and capability to respond to this requirement in writing within 15 days after the date of publication of this synopsis. Responses shall reference N68335-14-R-0009. No solicitation will be available for this procurement.
