- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is VA262-14-Q-0031 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 115116 with a small business size standard of $7.00M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-10-18 12:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Statement of Work. The VHA NCO 22 - 600 - Long Beach Healthcare System requires the following items, Meet or Exceed, to the following: LI 001: 3.1.1 - Day one consists of an overview of the role of primary nursing as the central mechanism to support Relationship Based Care ?TM in conjunction with the Role Clarity and Work Alignment process. Contractorswill explain the methodology,processes, tools and Nursing Interventions Classification Systems relationships that support delegation and professional practice concepts. Deliverables: Specific deliverables at the conclusion of day one include: A customized workshop and design meeting for delivery on days two through five. (NIC)to participants, and structural, 1, EA; LI 002: 3.2.1 Days two through five includes a participative experience for staff and managers from two selected units within the VHASDS to examine their work from different perspectives using nursing intervention classification language. This review process serves as a powerful transformative exercise from which the staff emerge more fully understanding, appreciating, articulating their professional practice, and ready to lead changes in their unit practice.At the completion of Role Clarity and Work Alignment, the staff and nurse manager will: 1.Develop a thorough understanding of their unit's scope of services, patient population and staffing plan by applying the Nursing Management Minimum Data Set? to their unit. 2.Analyze all nursing care provided for individual nursing units using the standard terminology of the Nursing Interventions Classification (NIC) system.3.Develop group consensus to identify all nursing intervention used for their patients. Rate each using a work complexity scale containing four descriptors. Identify and understand what percent of the total work is performed within each complexity level 4.Apply the knowledge of Role Clarity and Work Alignment and the Benner model to orientation and assignments appropriate for newer staff.5.Understand the nurse practice act definitions for RN and LPN roles. Identify role responsibilities in need of change or clarification on their unit. 6.Understand three role relationships(unit based, paired and partnered care teams) and their impact on workload at each skill level. 7.Estimate differences in the amount of work able to be done by CNAs and LPNs in each of three role relationships.8.Carry concepts and ideas back to coworkers who did not participate in Role Clarity and Work Alignment. Deliverables: Specific deliverables include:A comprehensive Role Clarity and Work Alignment Plan, Summary report including validation of staffing model effectiveness and recommendations for implementation, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, VHA NCO 22 - 600 - Long Beach Healthcare System intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. VHA NCO 22 - 600 - Long Beach Healthcare System is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. In addition to any VHA buy terms entered in FedBid, the Seller (Bidder) has reviewed and acknowledges any attached solicitation documents, item details, delivery schedule, and/or instructions to Seller (collectively referred to as requirements), and agrees to all terms and conditions set forth in the solicitation documents. While additional support documentation (e.g. Seller Attachments) may be requested, pricing shall be entered as a 'bid' in the reverse auction - offline pricing is not an acceptable bid. At the conclusion of the reverse auction, if attached to the buy, the apparent winning bidder shall be required to complete the solicitation documents prior to award.
