Description
PWS MARKET RESEARCH-- REQUEST FOR INFORMATION. NO SOLICITATION EXISTS. This advertisement serves to aid in determining market interest and capabilities for this prospective requirement. This is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY. This information will be used to determine the availability of vendors capable of meeting the Government's minimum requirements and the availability of small businesses capable of providing this requirement. Potential sources must identify their business type (i.e., large business, small business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). FLC Puget Sound does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted. Based on responses to this notice, FLC Puget Sound may issue a Request for Quotation. The NAICS code is331492. The service to be acquired is non-personal service in which to collect, transport, and recycle (by means of smelting) heavy steel unprepared scrap. It is anticipated that any resulting solicitation will be for a firm-fixed-price (FFP) contract, with a NAICS code of 331492. The proposed contract may be for twelve (12) months basic and contain up to four (4) one-year options. Vendors interested in responding to this sources sought notice shall provide the following minimum information: 1) Technical capabilities statement that addresses their abilities to collect, transport, and recycle (by means of smelting) approximately 430,000 lbs. of heavy steel unprepared scrap in accordance with the attached Performance Work Statement (PWS) in support of Puget Sound Naval Shipyard and Intermediate Maintenance Facility, RMTS, Bremerton, WA. Before the material is destroyed it may require down-sizing to fit into smelter. The contractor shall control the material as UNCLASSIFFIED NAVAL NUCLEAR PROPULSION INFORMATION -NNPI adhering to all of the security requirements in accordance with SECNAVINST 5510.30B Department of Navy, (DON) Personnel Security Program Instruction and SECNAVINST 5510.36A Department of Navy, (DON) Information Security Program Instruction and OPNAVINST N9210.37 "Safeguarding of naval nuclear propulsion Information (NNPI) ". After destruction by smelting material is not controlled as U‑NNPI. The contractor shall provide a written record of destruction (certificate of destruction) by smelting for each shipment of this material. The technical capabilities statement shall include a cover page containing the providing Company Name, Company Address, DUNS or Cage Code Number, Points of Contact (POC - include name, phone number, fax number, and e-mail address) and business size status under NAICS code 331492. The technical capabilities statement provided in response to this Sources Sought Notice is NOT to be considered a response to Request for Quote (RFQ) in that no RFQ exists at this time. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses will not restrict the Government to a particular acquisition approach or be construed as a commitment by the Government. The Government will not pay for the information requested herein. Evaluation results will not be provided to contractors responding to this synopsis. No phone calls will be accepted. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING A RESPONSE TO THIS REQUEST. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.
