Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written Request for Quotation (RFQ) will not be issued. This notice and incorporated provisions and clauses are those in affect in the FAR and DFARS. The Naval Air Warfare Center Weapons Division, Point Mugu, CA intends to solicit and award a firm-fixed price order under FAR Parts 12 and 13. The solicitation for this announcement is RFQ N68936-14-T-0005, for radio frequency (RF) transceivers. In accordance with 6.302-1(B)(1)(i), only Freewave Technologies, Inc., Boulder, CO possesses the unique capability and expertise that can satisfy the requirements of this RFQ. The requirement is for 300 MM2-9X5W transceivers, 902-928 MHz transceivers with 5W RF output, TTL, 5.0 VDC, MMCX connector and re-programming fee. Grey items made for sale outside the United States will not be accepted. No substitutions will be accepted. Only new parts will be accepted; refurbished parts will not be accepted. Interested parties may identify their interest and capability to respond to the requirement. All responsible sources may submit a capabilities statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. Written responses shall be emailed to jennifer.barneby@navy.mil. If no written responses are received from interested parties by 11/18/2013, the contract will be awarded to Freewave Technologies, Inc. without further notice. Delivery: Items shall be priced at Freight-on-Board (F.O.B.) Destination and shall be delivered to the address specified on the resultant order which will be located at Port Hueneme, CA. Inspection and acceptance shall be at destination by the Government. The required delivery date for this procurement is three weeks after receipt of the order or sooner. Early delivery is acceptable and encouraged. Acceptance of the standard commercial warranty does not waive the Government's rights under the "Inspection" clause nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The standard commercial warranty period shall begin upon final acceptance of the applicable material and/or services listed in the Schedule. (b) The contractor shall provide a copy of its standard commercial warranty (if applicable) with its offer. The warranty covers a period of _________ months. (Offeror is to insert number.) Offerors shall be determined responsible in accordance with FAR 9.104-1. The price quotations shall state the unit price and the total amount of the line item required, inclusive or reprogramming fees and shipping to the destination at Port Hueneme, CA. Applicable Provisions and Clauses: Quotes received without the completed copy of provision at FAR 52.212-3 may be considered non-compliant. Lack of registration in the System for Award Management (SAM) database will make an offeror ineligible for award. The FAR requires the use of Online Representations and Certifications through the SAM system in Federal solicitations as part of the proposal submission process to satisfy FAR 52.212-3. Quote submission: Quotes should include the respondent's Tax Identification Number (TIN), DUNS Number and CAGE Code if one has been assigned, and a copy of the respondent's terms and conditions for review.
