- The purpose of this posting is to: 1. Provide an Email address for all communication related to the TEACH acquisition. All communication, from the date of this posting forward, shall be sent in writing, to the following address TEACHacq@peostri.army.mil. Emails sent to mailboxes other than TEACHacq@peostri.army.mil will not be considered and will not receive a response. All questions received will be consolidated, answered and posted at a later date on FedBizOpps. Please mark submitted proprietary information/data accordingly. The Government reserves the right to make public any information that would provide clarification on the requirement for industry in preparing for proposals. 2. Provide a revised TEACH base contract PWS and Task Order (TO) Performance Work Statements (PWSs) for industry review. Two of the TO PWSs are provided today and the third one will be posted shortly. The TO PWSs represent a cross section of the type of requirements both in complexity and estimated dollar value anticipated for award under the TEACH Multiple Award Indefinite Delivery Indefinite Quantity (MAIDIQ) contracts. The potential exists for any or all of these draft requirements to be competed and awarded with the TEACH IDIQs. There are multiple reference documents and additional information related to the draft PWSs which have distribution restrictions and will be made available at a later date with request instructions (see attached). SEND ALL QUESTIONS/INQUIRIES RELATED TO THESE PWSs TO TEACHacq@peostri.army.mil. 3. Provide the proposed Small Business (SB) strategy for the TEACH procurement. This is the current strategy being considered for TEACH; it has not yet been submitted through the review and approval process (which includes the Army Office of Small Business Programs and culminates with concurrence by the Office of the Secretary of Defense) and thus this strategy is still subject to change. The following is the proposed SB strategy: TEACH will be issued as one solicitation, under the North American Industry Classification System (NAICS) code, 611430 - Professional and Management Development Training with a $10M average annual receipts threshold for SBs. Large Businesses (LBs) will be required to submit a subcontracting plan. Both LBs and SBs will be required to submit a SB participation plan and comply with a proposed 40% SB participation requirement. There will be one suite (or lot) for proposal submission and evaluation purposes. The MAIDIQ contract awards will be made to the selected Offerors, both small and large businesses, who demonstrate the ability to cover the depth and breadth of training and training related services as delineated in the TEACH Draft Performance Work Statement (PWS). The Government committed to making a minimum number of SB prime IDIQ contract awards (reserves in accordance with FAR 19.502-4(a)) for the TEACH effort. 4. Provide a Fiscal Year (FY) 2014 solicitation number and re-baseline documents related to this acquisition. With this FY14 announcement, all previous draft documents, Q&A and data posted under announcements: W900KK-13-R-0011, W900KK-12-R-0000 and W900KK-11-R-RFISERVICES are null and void unless reposted under this new solicitation announcement. The prior postings will be archived.
