Description
The United States Air Force (USAF) is now planning for the F-15 Eagle Passive / Active Survivability and Warning System (EPAWSS) program to replace the existing F-15 Tactical Electronic Warfare System (TEWS) with an internal integrated modern Electronic Warfare (EW) system integrated into the F-15C and F-15E series aircraft. The F-15 Division intends for the F-15 EPAWSS program to leverage non-developmental components with all critical technologies demonstrated at least at a Technology Readiness Level (TRL) 6 or higher according to the standard definition found in DoD TRA Guidance, 13 May 2011, Section 2.5. At this time, the USAF considers a critical technology to be the ability to accomplish the Radio Frequency (RF) signal handling and processing necessary to perform the radar warning receiver (RWR), emitter identification, response time, geolocation, and electronic countermeasures jamming functions in congested RF environments (consisting of hostile, friendly (including wingman), neutral military emitters, plus civil and commercial signals). In recognition of key risks associated with successfully accomplishing these functions, the USAF is considering making the Air Force Research Laboratory (AFRL) Sensor Directorate Integrated Demonstrations and Applications Laboratory (IDAL) at Wright-Patterson AFB, OH available for Hardware in the loop (HWIL) demonstration to potential F-15 EPAWSS suppliers to gather performance data relevant to the characterization of system maturity and readiness. Participation in this IDAL technology demonstration would be limited to EW suppliers with non-developmental components, would be voluntary and would not be a prerequisite to pursuing F-15 EPAWSS opportunities. Given the anticipated F-15 EPAWSS acquisition approach, it is expected that Boeing will participate in IDAL activities and have access to all performance data collected under this arrangement. The USAF will fund all tasks performed by IDAL personnel, which will include writing the resulting reports to be provided to each participating EW supplier. The USAF will not fund EW suppliers for their planning, personnel, equipment modifications, technology demonstrations or any other costs associated with IDAL participation activities. The IDAL availability discussed in this notice is currently planned for March through April 2014. It is expected each participating EW supplier will support up to three IDAL test planning meetings and two one-week evaluation periods, to exercise their proposed system in the IDAL simulation environment. The first evaluation period is expected to consist of equipment set-up and trial runs. The second evaluation period is envisioned to be the actual demonstration. The top level objectives of this IDAL demonstration are to: 1) enable the demonstration of maturity of EW supplier systems (hardware and software operating together) at TRL 6 or higher and 2) inform schedule risk assessment and the development of program plans to address risks during EMD. Interested EW suppliers with non-developmental components are invited to assess the simulation capabilities of the AFRL's IDAL and decide if and how data collected may be useful in substantiating performance and risk assertions that might be made in their future subcontract proposals. Data collected via IDAL will be based on a standardized RF environment, scenarios, and emitter parameters. The specifics of the RF environment simulation will be made available prior to the IDAL demonstration. The USAF recognizes a final set of detailed F-15 EPAWSS technical requirements would be helpful in preparing for an IDAL technology demonstration but cannot commit at this time to establishing the specific F-15 EPAWSS technical requirements for the Engineering and Manufacturing Development (EMD) program prior to conduct of the IDAL demonstration. The terms and conditions between participating EW suppliers and the AFRL organization governing the conduct of the demonstration and the treatment of the data will be agreed upon prior to the demonstration. The USAF is considering the use of a Cooperative Research and Development Agreement (CRADA) as an assistance instrument to facilitate the IDAL demonstrations. Additional information concerning the potential use of a CRADA will be provided as it becomes available.
