- This is a synopsis of Repair Basic Operations Agreement (BOA) N00104-08-G-A306 with Exelis Inc, D/B/A Radar, Reconnaissance and Undersea Systems, 7821 Orion Avenue, Van Nuys, CA 91409-7713, and serves as the pre-solicitation synopsis notice for all repair orders issued by the NAVSUP-WSS-M for the period of 22 November 2013 to 22 November 2014, for the evaluation and repair of various repair components in support of the ANS/SPS-48 Radar System. The restored items will be returned to supply system stock or issued for immediate Fleet use. Several major items to be restored are: 7H 5998 014754711, P/N 275822-3 Circuit Card Assembly; 7H 5840 012219447, P/N 168268-1 Converter Module; 7H 5950 012219465, P/N 248118-1, Transformer, Pulse. Technical data is not available and can not be furnished. A complete lists of potential repairable items for which orders may be placed is available upon request to the buyer listed under POC, Isabel M. Manske. Individual orders exceeding $25,000.00 will be synopsized pursuant to FAR subpart 5.3. Numbered note 22 applies: The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of far 6.30 2-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 days if award is issued under an existing basic ordering agreement (boa) after date of publication of this synopsis will be considered by the government. A determination by the government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Orders issued under the Basic Ordering Agreement and pursuant to this synopsis will be issued pursuant to 10 U.S.C. 2304 (C) (1) because the government does not currently posses data necessary to compete the items solicited hereunder. Guidance in NAVSUP-WSS solicitation language identified as LA27LN, Alternate Products Offered, applies to companies expressing an interest in supplying these items.
