Description
The Veterans Health Administration in Omaha Nebraska has a requirement for Radiology Services under the Enhanced Medical Sharing Authority, Title 38 U.S.C. 8153 implementing Public Law 104-262 in accordance with VHA Directive 1663 for executing medical service contracts. The services are to be performed for the Nebraska-Western Iowa Health Care System NWIHCS). All work is to be performed at the contractor's site. The contractor will be responsible for providing Radiology professional services and technical equipment as needed, all physician services, and any other required services in accordance with industry standards on a scheduled or emergency basis. Provide comprehensive coverage in reading x-rays, specifically in the high skill areas such as interventional, ultrasound, computerized tomography (CT) and magnetic resonance imaging (MRI), PET/CT, and general diagnostics. All radiologists including back-up radiologists must be Board Certified in Radiology. The contractor will dictate their findings in a timely manner after the x-ray is taken so that the average turn-around time for dictated reports does not exceed forty-eight (48) hours. Dictation will be performed on the VA voice dictation system, PowerScribe. All costs under this program are services performed by the contractor and will be tracked and invoiced under the applicable CPT code. There will be no other costs chargeable under this contract. CPT codes will be paid as a percentage of current Nebraska Centers for Medicare and Medicaid Schedules (CMS) Physician Fee Schedule (facility pricing) rates. An Economic Price Adjustment clause will be included in the contract to allow for CPT code rate changes. The contractor shall accept payment for services rendered under the contract as payment in full. VA beneficiaries shall not under any circumstances be charged nor their insurance companies charged for services rendered by the contractor. The offerors will submit a program management plan including (1) pricing proposal (2) technical capability, (3) methods to accomplish the contractual requirements/performance measures, and (4) description of quality management program and quality assurance management plan. While performing services for the VA, the contractor shall not knowingly employ, contract or subcontract with an illegal alien; foreign national non-immigrant who is in violation of their status, as a result of their failure to maintain or comply with the terms and conditions of their admission into the United States. The contractor must return a signed certification at the time of proposal that the contractor shall comply with any and all legal provisions contained in the Immigration and Nationality Act of 1952, as Amended; its related laws and regulations that are enforced by Homeland Security, Immigration and Customs Enforcement and the U.S Department of Labor as these may relate to non-immigrant foreign nationals working under contract or subcontract for the contractor while providing services to the VA The type of contract is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) Requirements contract. The length of the contract is anticipated to be 5 years - one base year with four one year options. It is anticipated that this contract will be awarded April 1, 2014 and be effective until March 31, 2019 if all options are exercised. The solicitation documents will be available on or about December 15, 2013 or shortly thereafter and will be posted via the Federal Business Opportunities website. Prospective offerors should not expect notification of issuance of amendments other than via the Federal Business Opportunities website and are responsible for obtaining all amendments as posted. Prior to submission of a proposal, offerors are expected to read the solicitation documentation in its entirety to fully understand the scope of work, terms, and conditions of the requirement(s).
