- DEAMS Development Final Phase RFI The purpose of this contract will be continued deployment of the existing DEAMS Oracle e-Business Suite (EBS) 11i baseline AF-wide. This deployment includes development and sustainment for ongoing release work. DEAMS has determined that the currently-fielded capability comprises approximately 80% of the total DEAMS System Capability Document (SCD). The DEAMS Milestone B strategy included an Oracle eBS R12 upgrade/re-implementation to aid in achieving remaining SCD performance. However, during the 2013 Courses of Action (COA) analysis, it was determined that Oracle eBS R12 was not necessary to achieve performance described in the SCD and required in Key Performance Parameters (KPPs), Key System Attributes (KSAs), Measures of Effectiveness (MOEs), Measures of Suitability (MOSs). Implementation of the existing Oracle eBS 11i DEAMS baseline with prioritized improvements would enable the program to stay on track to meet SCD performance, KPPs, KSAs, MOEs, MOSs, IOT&E, and Full Deployment by 2017 to aid in facilitating Air Force Financial Improvement and Audit Readiness (FIAR) compliance. Of the remaining undeveloped 20% of DEAMS capability described in the SCD, approximately 10% will be the priority focus to improve performance described in KPPs, KSAs, MOEs, MOS and facilitate future deployments. The final 10% of capability described in the SCD will be addressed as needed in future releases after full deployment is achieved. The deferral of the Oracle eBS R12 upgrade and refocus of the development effort was most efficiently re-organized into the existing Increment 1. Increment 2 remains undefined, but will likely include the deferred Oracle upgrade and any additional or emergent SCD requirements.
