Description
P-674 Pre-Solicitation Notice This project will construct a Type "A" high bay corrosion control hangar (21,529 square feet) with an access apron (27,728 square feet) to support local implementation of the Integrated Maintenance Concept/Plan (IMC/P) for H-1 and MV-22 series aircraft. Construction includes augured pile supported foundation and a passive vapor barrier system, steel framing, combination concrete masonry unit (CMU) and metal siding on the hangar exterior walls, CMU exterior and interior walls for the attached support spaces, energy efficient windows and doors, leaf type swinging hangar doors, Energy Star cool roofing system over rigid insulation supported by a steel deck, joist and trusses and augured pile and grade beam deep foundation. The hangar bay floor shall be slab on grade with embedded grounding grid and embedded evacuation trench system. The facility provides two "Dirty" high bays dedicated to aircraft paint preparation, support spaces, HazMat storage space, non-hazardous material storage, locker rooms and head facilities, administrative areas, and equipment storage areas. The facility will be equipped with a laminar air flow exhaust system with filtered intake and outflow, compressed air system, and breathing air supply system. Project also includes replacing a fire pumping station (AS3901). Information systems include basic telephone, computer network, fiber optic, cable television, and security and fire alarm systems. Other Utilities include electro-coagulation system and Oily Waste/Waste Oil (OW/WO) separator. This project will provide Anti-Terrorism/Force Protection (ATFP) features and comply with ATFP and physical security regulations in accordance with DoD Minimum Anti-Terrorism Standards for Buildings. Built-in equipment includes Aqueous Film Forming Foam dispensing and containment system, air compressor, breathing air system, roof mounted jib crane, plastic media blasting system, plastic media reclamation system, and diesel drive fire pump. Special costs include Post Construction Contract Award Services, and Geospatial Data, survey and mapping. Sustainable design principles will be included in the design and construction of the project in accordance with applicable laws and executive orders. Facilities will meet LEED ratings and comply with the Energy Policy Act of 2005 and the Energy Independence and Security Act of 2007. Low Impact Development will be included in the design and construction of this project as appropriate. Site preparation includes site clearing, excavation and preparation for construction. Paving and site improvements include relocation of primary pad for transformer, grading, roadways, curbs, sidewalks, landscaping, signs, storm water drainage and aircraft access apron paving. Demolition of existing overhead steam lines and the supports is also included. Electrical utilities include primary and secondary distribution systems, lighting, transformers, relocation of existing transformer and telecommunications infrastructure. Mechanical utilities include installation of underground steam line, heating, ventilation and air conditioning, water lines, plumbing and plumbing fixtures, sanitary sewer lines, gas distribution, compressed air system, breathing air supply, laminar flow exhaust system with filtered intake and outflow, industrial waste collection tank, oil/water separator, fire protection and supply lines. Environmental Mitigation includes remediation of contaminated soils. Demolition includes Buildings #AS553 Storage (544 square meters) and #AS3901 Fire Pump Station (150 square meters). Facilities will be designed to meet or exceed the useful service life specified in DoD Unified Facility Criteria. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency.
