Description
This is a combined synopsis/solicitation for Before/After Aerial Photographs of Flood Control and Coastal Emergencies (FCCE) projects located in New York and New Jersey, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W912DS-13-T-0017 and is hereby issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Acquisition Circular FAC 2005-69. This acquisition is a 100% small business set-aside. The associated NAICS code is 541922 and small business size standard $7,000,000.00. The Contract Line Item Number 0001 will be for aerial photographs and video of eight (8) each FCCE projects in accordance with the below scope of work. The Contractor shall supply all management, tools, labor, equipment, supplies, and incidentals necessary to provide aerial photography and video services to the U.S. Army Corps of Engineers. The Contractor will be required to obtain aerial photographs and video of the eight (8) FCCE projects in accordance with the following specifications: Products The Contractor must have the capability to provide the U.S. Army Corps of Engineers with high resolution digital aerial photographs as RAW (JPG) files at or greater than 7360 x 4912 pixels or higher (at least 300 dpi or higher). Aerial photographs taken by the Contractor shall be of sufficient quality (both in terms of composition and image resolution) to be acceptable for publication on websites, for use in digital presentations, for publication in national periodicals and journals, and for use by print publishers. The contractor must provide the U.S. Army Corps of Engineers with HD digital 1080p video files that meet industry standards for broadcast television. The video shall be of sufficient quality to be acceptable for broadcast by national news organizations, for use in training and educational videos, and for posting on websites. (a) Required Conditions when obtaining photographs and video • No snow, clouds, cloud shadows, smoke, haze or light streaks • Normal water conditions • Proper allowances for illumination conditions, water bodies and deep shadows (b) Aerial photographs • The camera must be able to procedure high quality digital images of at least 7360 x 4912 pixels or higher. • The camera must have a resolution of at least 30 megapixels or higher. • Every scheduled aerial photo shoot for every FCCE project should have at minimum 35 color photographs at or greater than 7360 x 4912 pixels or higher. • The photos should use the following naming convention Photo 1 - FCCE project name, month, date and year of the image • No later than the 15th of every month the contractor will be provided with the aerial photo schedule. The aerial photo schedule will contain the following information the: • the optimal dates to obtain the desired photographs (e.g.; before photo, construction/work being done and after completion) • The location of the activity or work and/or FCCE project. • And the type of photograph that must be obtained. o Please Note: Before and after shots must be taken under the same conditions, reference/match up with the original landmark and be the same quality. (c) Aerial Video • Capable of rendering at least 60 Seconds of edit able high definition video files; that are of 1080p quality or better of each FCCE project is to be provided once every two months. 1.1 PERIOD OF PERFORMANCE: Performance period for this contract will run continuously for 12 months, the contractor shall be able to start working within 3 days of contract award. 1.2 SPECIFIC REQUIREMENTS 1.2.1 FLIGHT DIAGRAM: The Contractor shall produce, in hardcopy and/or softcopy (Google earth) format, a Flight Diagram which illustrates the project area outline, flight lines, image identification, and approximate location of image centers. Date and time of capture shall be included as attribute information for each image point. At least 24 hours prior to obtaining the photographs or videos. 1.2.2 Monthly Progress Meeting & Report: The contractor must meet with the U.S. Corps of Engineers at least once a month to discuss progress. Also the contractor must File a report of each month's progress and submit it to the POC by close of business on the 1st of the Month. The report should include number of images captured, amount of footage obtained (in seconds), duration of flights and dates deliverables were sent. 1.2.3 Invoices: A summary invoice shall be submitted monthly, for all deliveries made during a billing period and for which payment has not been received. Invoices need to be submitted to the POC by 1st of the subsequent month the photographs or video were captured. The following information MUST appear on the invoice: Name of Company; DUNS Number; Date of Services; Itemized list of services furnished Quantity, unit price, and applicable discounts 1.2.4 Method of Delivery: The Contractor shall, log, file, and label all digital aerial photographs and/or videos delivered for payment to the U.S. Army Corps of Engineers. The U.S. Army Corps of Engineers will provide file format and naming conventions. Digital aerial photographs and/or videos shall be individually catalogued by FCCE project name, month, day and year shot. For videos, the Contractor shall provide a binder containing logging information (shot sheets) and discs, external hard drives, or other portable stored memory devices containing the HD digital video files with labels that clearly indicate their content. ALL products (aerial photography or HD video) should be delivered by 1st of the subsequent month the images or footage was captured. All products should be sent via two unprotected CD-RW discs; so that the contents can be easily downloaded. 1.2.5 PLACE OF INSPECTION AND ACCEPTANCE Inspection and acceptance of all work performance under this order shall be performed by the Contracting Officer's Representative (COR)/Point of Contact (POC). 1.2.6 SCOPE OF INSPECTION All deliverables will be inspected for content, completeness, accuracy and conformance to the order requirements by the COR/POC. Inspection may include validation of information through the use of automated tools or other methods of verifying or validating the requirements of the Statement of Work. 1.2.7 BASIS OF ACCEPTANCE The basis for acceptance of services shall be in compliance with the requirements set forth in the Statement of Work, the contractor's proposal and other terms and conditions of the contract. Rejected deliverables shall be corrected in accordance with the applicable clauses. Reports, documents and narrative type deliverables will be accepted when all discrepancies, errors or other deficiencies identified in writing by the Government have been corrected. 2 GENERAL INFORMATION: 2.1 HOURS OF OPERATION: Contractor Personnel shall be readily available to accomplish the assigned task of this contract during the various dates supplied monthly via the aerial photo schedule. The aerial photo schedule will be provided to the contractor no later than the 15th of the prior month. Concessions are made for religious holidays, at the discretion of USACE, when it does not interfere with operations. 2.1.1 Emergency Additional Sites: On occasion, services may be required to support by taking photographs or video of a significant event. This will happen rarely and will be very short notice twenty-four (24) hours or less. Please include in your quote 12 emergency trips for the duration of the contract; that will only be used when requested 2.2 Standards of Conduct: Contractor Personnel must adhere to standards of conduct as established by FAR 52.303.13 Contractor Code of Business Ethics and Conduct. 2.3 RECORDS: The contractor shall be responsible for creating, maintaining, and disposing of only those government required records that are specifically cited in this PWS. If requested by the Government, the contractor shall provide the original record or a reproducible copy of any such record within five working days of receipt of the request. 2.4 SPECIAL QUALIFICATIONS: Must be a professional photographer. 2.5 Point of Contact POC: The POC for this contract will be Larry C Young of Operations Division and can be reached at the following numbers or email address: Desk Phone: 917-790-8425, Cell Phone: 347-439-4556, E-mail: larry.c.young@usace.army.mil 3 SERVICES SUMMARY: The Contractor must have the capability to provide the U.S. Army Corps of Engineers with high resolution digital aerial photographs as RAW (JPG) files greater than 10 megapixels (at least 300 dpi). Aerial photographs taken by the Contractor shall be of sufficient quality (both in terms of composition and image resolution) to be acceptable for publication on websites, for use in digital presentations, for publication in national periodicals and journals, and for use by print publishers. The contractor must provide the U.S. Army Corps of Engineers with HD digital video files that meet industry standards for broadcast television. The video shall be of sufficient quality to be acceptable for broadcast by national news organizations, for use in training and educational videos, and for posting on websites. When shooting aerial photographs and/or videos of New York District projects, if requested by U.S. Army Corps of Engineers authorized staff, contractors shall post aerial photographs and/or videos within 24 hours after they are shot on web sites or ftp sites or provide them on discs, flash drives, external hard drives, or other portable stored memory devices to U.S. Army Corps of Engineers for use in documents and presentations, distribution to the news media, and other purposes. The Contractor shall, log, file, and label all digital aerial photographs and/or videos delivered for payment to the U.S. Army Corps of Engineers. The U.S. Army Corps of Engineers will provide file format and naming conventions. Digital aerial photographs and/or videos shall be individually catalogued by FCCE project name, month, day and year shot. For videos, the Contractor shall provide a binder containing logging information (shot sheets) and discs, external hard drives, or other portable stored memory devices containing the HD digital video files with labels that clearly indicate their content. The Government has unlimited rights to the aerial photographs; to use, disclose, reproduce, and prepare derivative works of the aerial photographs; and to distribute copies of the aerial photographs to the public and perform and display them publically, in any not-for-profit manner or purpose whatsoever. The Government shall own all videos produced under task orders relevant to this agreement. As the owner, the Government can use, disclose, reproduce, and prepare derivative works of the videos; distribute copies of the videos to the public and display them publicly, in any manner and for any purpose whatsoever. The Government will retain physical possession of the digital files of aerial photographs and/or videos taken under this agreement, as well as any hard copies of the aerial photographs and the copyright. Digital aerial photographs and/or video will be stored permanently at U.S. Army Corps of Engineers in New York, New York. 4 GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES: The US Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract.
