- The Department of Veterans Affairs intends to negotiate sole source commercial item procurement with the Medical College of Virginia (MCV) (Virginia Commonwealth University Health System) Human Leukocyte Antigen (HLA) Laboratory located at 737B, 5th Street, Suite 100, Richmond, Virginia 23219. The services are for hi def Panel Reactive Antibody (PRA) class I and II, Human Leukocyte Antigen (HLA) typings and donor recipient cross matching (CDC) flow cross matches, and hi def class I and II reviews by standard protocol lab screening. The contractor is to provide necessary testing results or eligible Veteran patients in the McGuire Heart Transplant Program at the McGuire VA Medical Center, Richmond, Virginia. Contractor shall receive labs drawn (per Physician's orders) on eligible Veteran Heart Transplant patients from McGuire VA Medical Center; process labs to determine testing results, and provide final testing results back to the McGuire VA Medical Center laboratory and to the McGuire VA Heart Transplant Coordinator by fax. According to the guidelines dictated by the Residency Review Committee (LCGME), the VA Laboratory Technician drawing the labs at McGuire will be certified to perform the lab draw and follow necessary safety precautions to obtain the samples. The VCUHS HLA will review the final lab result and contact the McGuire Heart Transplant Coordinator if a PRA test has met critical test value. The quality of medical practice shall meet or exceed reasonable standards of professional practice for PRA Lab testing services as determined by the same authority that governs the Veteran Affairs Medical Center (VAMC) Richmond medical professionals and will be audited by the Surgical Service Lines or other processes established for that purpose. The period of performance shall be for 12 months with 4 one year option periods. This proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit quotations no later than 4:00 p.m., October 23, 2013 EST to: Barbara.hawk@va.gov or Fax: 757-728-3132. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
