Description
The purpose of amendment 004 is to add the site visit attendees list. The purpose of amendment 003 is to add the questions and answers from the site visit conducted on 10/07/13, inform industry of revised floor plans with highlighted telecom closets (available upon request), and extend the announcement to 1:00 PM CST 10/23/2013. The purpose of amendment 002 is to add the questions and answers to this announcement. PURPOSE: This requirement is for the expansion of the current multi-carrier wireless access solution that will provide wireless connectivity for all carriers under the National Wireless program contracts. This requirement may include several floors of multiple buildings and the required solution must be compatible with the existing equipment. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for the expansion of the current distributed antenna systems and neutral host equipment. The FAA contemplates the award of one Indefinite Delivery/Requirements type contracts with a one year performance period. The award will be made to the vendor with the lowest priced technically acceptable proposal. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED OR EMAILED TO THE CONTRACTING SPECIALIST, CONTACT INFORMATION BELOW. THE FAA WELCOMES SITE VISITS IN THE PREPARATION OF YOUR PROPOSALS. ANY INTERESTED VENDOR SHOULD CONTACT THE CONTRACT SPECIALIST PRIOR TO SEPTEMBER 27, 2013 TO BE PUT ON THE SITE VISIT SCHEDULE. ONE SITE VISIT WILL BE CONDUCTED ON OCTOBER 07,2013 AT 1000 AM CST. All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all requests for copies of the SIR document(s) must be made in writing to the attention of Jason McLaughlin, Contract Specialist (AMQ-310), via e-mail at jason.mclaughlin@faa.gov or FAX number 405-954-9468. The actual floor plans for each building are available by request only and will require the completion of a non-disclosure agreement prior to receiving the documents. Technical and cost proposals must be received by the FAA, Bid and Proposal Office (AMQ-100) Room 313, 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169, no later than 1:00 P.M. CST, October 23, 2013. Hand-carried proposals (or proposals sent by overnight delivery) shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: SIR No. 15098; due 1:00 P.M. CST, October 23, 2013. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 1:00 p.m. CST, October 23, 2013, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. This SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. Any and all questions pertaining to this SIR should be submitted in writing to the contract specialist at, jason.mclaughlin@faa.gov by 3:00 p.m. CST on September 27, 2013 to allow for adequate response time.
