Description
The Department of Veterans Affairs, VA Heartland Network Contracting Office (NCO) 15, intends to issue a solicitation for Indefinite Delivery Indefinite Quantity (IDIQ) Construction Services in the form of separately awarded Job Order Contracts (JOC's) at various VA Medical Centers. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran owned Small Businesses (SDVOSB) capable of performing the requirements to warrant a solicitation set-aside. The solicitation will be available on or about December 5th, 2013, and proposals will be due on or about January 6th 2014. The solicitation, including any amendments, shall establish the official opening and closing dates and times. The North American Industry Classification System (NAICS) Code for this project is 236220 (Commercial and Institutional Building Construction), with a size standard of Thirty-Three and One Half Million Dollars ($33,500,000.00). For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standard stated above. The solicitation will be issued as a Request for Proposals (RFP) for the purpose of awarding up to nine separate awards of Indefinite Delivery Indefinite Quantity (IDIQ) Job Order (JOC) contracts. The estimated performance period for completion of construction will be addressed in each individual Task Order issued under the respective JOC contracts. The general scope of work is for minor construction, repair, and alteration of existing real property facilities and assets. Work will be issued by individually negotiated task orders. The type of construction services includes, but is not limited to: Demolition (including Lead/Asbestos removal and Disposal); Concrete; Masonry; Metalwork; Carpentry; Thermal and Moisture Protection; Doors and Windows; Interior & Exterior Finishes; Specialties (including Equipment & Furnishings); Fire Suppression; Plumbing; HVAC (including Testing and Balancing); Electrical (including Communications & Security); and Exterior Site Improvements. The locations for these separately-awarded JOC contracts will be at the: Robert J. Dole VAMC (Wichita, KS); Colmery-O'Neil VAMC (Topeka, KS); Dwight D. Eisenhower VAMC (Leavenworth, KS); Kansas City VAMC (Kansas City, MO); Harry S. Truman Memorial VAMC (Columbia, MO); Jefferson Barracks Division St. Louis VAMC (St. Louis, MO); John Cochran Division, St. Louis VAMC (St. Louis, MO); John J. Pershing VAMC (Poplar Bluff, MO); and Marion VAMC (Marion, IL). All work will be in accordance with individual task order requirements, specifications and drawings provided with each project. Prospective contractors must be able to respond within 120 minutes (2 hours) to emergencies 24/7, and routine response times will be outlined in each individual RFQ's for the specific task orders. Due to the emergency response time of 2 hours, firms must have an established bona-fide working office within a 150 mile radius of one of NCO'S nine medical facilities. The intent is to award ten plus/minus Multiple Task Order Contracts for a period of one (1) calendar year, and possibly four one-year option periods. Individual Task Orders will range from a minimum of $2,000.00 to a maximum of $500,000.00. The total dollar magnitude of individual task orders placed against any individual contract shall not exceed $20,000,000.00 for the life of that contract. In accordance with FAR 36.204 and VAAR 836.204(i), the estimated magnitude of each individual base contract, including all potential options that may be awarded under this solicitation, is approximately $4,000,000.00 per year per contract for a "Not to Exceed" estimated value of $20,000,000.00 for the life of the contract. --- THE SOLICITATION WILL BE ISSUED AS A "SDVOSB SET-ASIDE "--- In accordance with FAR Part 19, and in coordination with the Small Business Administration (SBA), all responsive - responsible SDVOSB sources may submit a proposal, which may be considered by the agency. A Pre-Proposal Conference is planned on or about December 19th, 2013 at a location to be announced. No organized site visit is planned for this solicitation. NOTE: Site visits will be scheduled for individual Task Orders after the base contracts have been awarded. --- HOW TO OBTAIN A COPY OF THE SOLICITATION --- All potential offerors, to include Prime Contractors, Subcontractors, Suppliers, Plan Rooms and Printing Companies should register in the System for Award Management (SAM) and Fed Biz Opps in order to view or download solicitations. This solicitation, with plans, specifications, and any amendments, will be published in electronic format as an Electronic Bid Set (EBS) at the Fed Biz Opps website, http://www.fbo.gov. There will be no printed hard copies or CD-ROM Disks provided by the agency. Interested parties can only access the solicitation, including any amendments, at the Federal Business Opportunities website, http://www.fbo.gov. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document at the referenced website. Firms must also register as Plan Holders via the Internet at the above site in order to receive notification via email of any amendments to the solicitation or general announcements. All potential sources shall submit a Capability Statement. Capability Statement: The Capability Statement is designed to inform the Department of Veteran Affairs, of any prospective construction contractors' project execution capabilities. The submission is limited to 10 pages which shall include the following information: 1) Offeror's name, address, point of contact, phone number, e-mail address, and DUNS number; 2) Offeror's interest in bidding on the solicitation when it is issued; 3) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years in this location area - brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples; 4) Offeror's CVE certification; 5) Offeror's Joint Venture information if applicable - existing and potential; and 6) Offeror's Bonding Capability in the form of a letter from Surety. The determination of acquisition strategy for this acquisition lies solely with the government. The Capabilities Statement for this Sources Sought is not expected to be a Request for Proposal nor an Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with a Capabilities statement. Submission of a Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Department of Veteran Affairs in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. All interested contractors should notify this office via email by 3:00 PM Central Standard time on October 31st, 2013. Responses must include the sources sought number and title in the subject line of their email response. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Best Value. The following significant evaluation factors will be used as the basis for award: Past Performance; Relevant Experience; Organization & Management Approach; and Pricing. The solicitation will include a detailed list of evaluation factors, including any sub-factors or elements, and will provide instructions for proposal requirements and the basis for award. Any changes to evaluation factors will be issued by amendment. --SYSTEM FOR AWARD MANAGEMENT (SAM) - All potential sources must register in the System for Award Management.
