Description
The ASD(R&E) Call for Research HBCU and MI Capabilities document contains detailed information for the prospective submitters. DEPARTMENT OF DEFENSE Research and Education Program for Historically Black Colleges and Universities and Minority-Serving Institutions (HBCU/MI) CALL FOR DESCRIPTION OF RESEARCH CAPABILITIES NOTE: This is a Request for Information (RFI) for planning purposes. This is not a solicitation for a contract or grant award. Information submitted in response to this RFI does not constitute an offer or proposal to create an award by the Government. The Office of the Assistant Secretary of Defense for Research and Engineering (ASD(R&E)) is interested in assessing the research capabilities of Historically Black Colleges and Universities and Minority-Serving Institutions (HBCU/MI) in three areas, namely: Autonomy; Cyber Security; and Data Research Analysis. Based on the responses to this call, the Department of Defense (DoD) may issue a Broad Agency Announcement (BAA) under the Research and Education Program for HBCU/MI for award of cooperative agreements for award of a Center of Excellence in each of these research areas. The responses to this call for description of research capabilities do not commit DoD to issue a BAA; however, HBCU/MI are encouraged to respond to this request so that DoD can gauge the current capabilities of HBCU/MI in these areas. The DoD Autonomy Science and Technology Priority Area seeks to promote the development of innovative, cross-cutting science and technology to meet future DOD system and mission requirements. Envisioned science and technology will allow teams of human and autonomous systems to complete complex military missions in dynamic environments. The DoD Cyber Security Priority Area seeks to assure operations within and through cyberspace through a four-layer priority model with two cross-cutting emphasis topics. The DoD Data Research Analysis Priority Area seeks ways to exploit analysis of increasing amounts of information while minimizing the amount of time and personnel required. For purposes of gauging capabilities in these research areas, only responses from HBCU/MI will be considered. All respondents other than HBCUs and Tribal Colleges and Universities must include with the description of their research capabilities, a copy of their current (fiscal year 2013) letter of designation from the United States Department of Education certifying eligibility for Title III or Title V assistance under the Higher Education Act of 1965 (20 U.S.C. 1051 et seq.)
