- Norfolk Ship Support Activity (NSSA), P.O. Box 215, Portsmouth, VA, 23705-0215, is seeking to identify sources to furnish the necessary management/administrative, information technology, task/project management, and engineering and design support services to NSSA. Efforts include program planning and management, project planning, schedule development, researching and analyzing problems relating to project processes and procedures, providing assistance in developing recommended solutions to problems, providing assistance in the development, review, updating, and maintenance of technical/financial documentation. The work will be performed primarily at locations in the Hampton Roads area of Virginia, with the potential for work OCONUS. NAICS code 541990 applies. Small Business size standard is $14,000,000. Potential sources are notified that the Limitations on Subcontracting clause (FAR 52.219-14) will be included in any RFP set aside for small business concerns. Interested parties must submit a written expression of interest to the address stated below not later than October 28, 2013. Specifically address your qualifications or abilities as they apply to the proposed effort. Sources are also requested to identify any on-going Government contract vehicles they may have for the same or similar work. Please include the name and number of the on-going contract, contract scope, contract type, period of performance, contract deliverables, dollar thresholds and limitations, the issuing Government agency, and the name and telephone number of the Contracting Officer. This contract information should specifically address your experience and capability to perform the following including but not limited to: 1) Coordinating with NSSA management to determine priorities for contract funding, analyzing databases for enhancements and upgrades, creating documentation in support of metric studies, providing administrative review of new documents and instructions, provide administrative and office management services, preparing management level financial reports, supporting NSSA Finance, and providing travel support services; 2) Information Technology (IT) infrastructure management and life cycle support for NSSA including network administration/management, hardware operations, and system administration and IT services support; 3) supervising the execution of individual task orders under other contracts, developing an annual Program Review with the interests of all Government stakeholders in mind, resolving resource constraints by developing workarounds as necessary to meet task requirements, developing and coordinating NSSA project schedules with NSSA management, and prioritizing, in conjunction with NSSA management, all routine operations assigned to the contract; and 4) engineering and design support for shipboard Hull, Mechanical and Electrical (HM&E) equipment systems, providing plan of action and milestones that clarifies the work schedule and critical path for specified tasks, performing data analysis and management studies, conducting complex studies of processes, policies and metrics; performing engineering analyses and studies and developing all necessary documentation, developing and preparing all required correspondence and documentation, performing Business Case Analyses, and providing recommendations for improving the SHIPMAIN Process.
