ARAVI Senior Aviation Advisor Bogota, Colombia Issuance Date: 10/17/2013 Closing Date: 10/24/2013 SOLICITATION NUMBER: PSC-14-007-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: ARAVI Senior Aviation Advisor 6. MARKET VALUE: $65,413 - $118,552 (FS 03/02) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Department of State's Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and anti-narcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issue as they relate to international development. This position supports the U.S. Embassy/INL Section in Bogota, Colombia with the actual workplace located at a Colombian National Police (CNP) aviation base in Guaymaral in northern Bogota. The goal of the counter-narcotics (CN) program in Colombia is to curtail the supply of illegal drugs from Colombia through the aerial eradication of illicit crops, interdiction of refining laboratories and trafficking activities, and related law enforcement and military operations. The position oversees all facets of aviation program support provided to the Colombian National Police (CNP) in support of 45 USG-supported rotary-wing aircraft. The position assists in providing program oversight of the INL aviation support contract. The Senior Aviation Advisor will oversee the development and implementation of all program requirements to include training, logistics, safety, maintenance, and standardization sections. The advisor will provide manning recommendations and evaluation input of staff personnel to the ARAVI Program Manager. Relationship: The ARAVI Senior Aviation Advisor will serve as the principal advisor to ARAVI Program Manager and report directly to the ARAVI Program Manager for all matters related to the ARAVI program. DUTIES AND RESPONSIBILITIES: 1. Performs oversight and provides evaluation recommendations of PSC and Locally Engaged Staff (LES) aviation advisers. This oversight includes, but is not limited to, ensuring continued progress and improvement in the areas of maintenance, logistics, operations, standardization, training, safety, and quality control. 2. Plans work, sets or negotiates deadlines and completion dates, and reviews and accepts or rejects final work. 3. Primary liaison with INL/A for program depot maintenance and Critical Flight Safety Program (CFSP) support. 4. Assigns work based on priorities, difficulty of the assignments, and capabilities of the employees. Gives advice and instruction to employees on both work and administrative matters. 5. Identifies developmental and training needs, finds ways to improve the quality of work, and develops overall performance standards for both USG and contractor personnel. 6. Assists and advises in the hiring of both USG/PSC/LES, and contractor personnel. 7. Provides a status report on operations and projects to the ARAVI Program Manager. Coordinates closely with the INL Air Wing Eradication manager to ensure effective spray operations occur, while simultaneously supporting manual eradication, verification, and interdiction operations. 8. Advises the CNP-ARAVI on improving planning and operations. Meets regularly with ARAVI commander and other ARAVI officials, and is involved in all planning sessions. 9. Develops, coordinates, organizes, and implements comprehensive operational systems and procedures for the CNP/ARAVI. These operational systems and procedures include, but are not limited to, Department of State Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for counter-narcotics operations in Colombia, Deployment Operations procedures, and host nation policies and procedures in support of the CNP operations throughout Colombia. 10. Works with the Standardization Adviser to provide direction and oversight for CNP aviation training and standardization. Implements DoS INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs when appropriate for host nation operations. 11. Collects, reviews, and disseminates data on aviation tactics, techniques, and employment in support of the counter-narcotics mission of the Office of Aviation, U.S. Department of Defense, Department of State, the U.S. Federal Aviation Administration and aircraft manufacturers to keep abreast of current policies, procedures, and rules that pertain to Office of Aviation operations. 12. Performs duties as a Government Technical Monitor/Contracting Officer's Representative, and evaluates contractor performance. Develops of Statement of Work, Independent Government Cost Estimates, Quality Assurance Surveillance Plans, and Request for Proposals. Perform duties as a member of the Technical Evaluation Panel. Complexity Assignments involve organizations, operations, and functions of significant complexity with inter-related USG and CNP in an international environment. Adaptability and flexibility are indispensible. Assignments include analysis of all facets of aviation management and involve a fleet of rotary wing, which function within an integrated program of diverse counter-narcotics missions. These missions include aerial eradication, aerial interdiction, forward area aerial re-supply, replenishment, sustainment, and host nation aviation training. Physical Demands: The work is both physical and sedentary, in nature. Involves activity at both the main office location and in the field. Will require physical exertion and dexterity and must be able to perform fieldwork in remote areas for extended periods without assistance. Work Environment: The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections and or program evaluations. Field sites in Colombia have been declared hazardous duty locations by the Department of State, due to hostile activities of the narco-traffickers and therefore pose significant risk. Scope and Effectiveness Assignments and objectives will require analysis and investigation to prevent detect and resolve problems. Personal Contacts The Advisor is expected to maintain close working relationships within the US Embassy, the CNP, and other USG officials. The position requires good interpersonal skills and the ability to form cooperative relationships, articulate positions clearly, and persuade interlocutors. MINIMUM QUALIFICATIONS: 1. Must be a U.S. citizen, and able to obtain a Department of State (DoS) Secret security clearance and medical clearance. 2. In depth, knowledge and 15 years experience as an Aviation Supervisor in a medium to large Aviation Organization of the U.S. Armed Forces or U.S. Civilian Agency/Corporation. 3. In-depth knowledge of Aviation Maintenance and Logistics Support Programs to include maintenance/logistics plans, procedures, and related documents. 4. In-depth knowledge of U.S. Federal Aviation Regulations as they relate to aircraft maintenance and logistical support. 5. Spanish language ability at the Foreign Service Institute Level R/3, S/3 or the Defense Language Proficiency test (DLPT) level 3/3. 6. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft maintenance, and logistics management. 7. Should have a basic knowledge of command communications, government intelligence procedures, aircraft maintenance, and logistics management procedures. 8. Ten (10) years of experience in aircraft maintenance, of which five (5) were as a supervisor in either civil or military aviation programs. 9. Knowledge of and skill in operation of desktop computer based word related documents. 10. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. 11. Possession of a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating. 12. Basic knowledge of FAA Aviation Safety regulations and procedures, OSHA regulations, and experience as a military/civil aviation safety officer or formal training/education. 13. Basic knowledge of tactical employment of fixed and rotary-wing aircraft in a counter-narcotics operation, including capabilities, limitations, and techniques of employment of aircraft used by the Office of Aviation. 14. Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 120 days of assignment, and receives FAC-COR certification. 15. Proficent in Microsoft Office Suite. Evaluation Criteria: Factor 1: Aviation program oversight and evaluation (30 points) Offeror's experience and knowledge in developing, coordinating, organizing, and implementing a comprehensive aviation program. Offeror's demonstrated experience in performing oversight and evaluation of contractor aircraft maintenance, standardization, logistics, training, and safety programs. Factor 2: Management of aviation programs (25 points) Offeror's demonstrated experience in managing aviation programs; either civilian or military. Factor 3: Contract management and oversight (25 points) Offeror's experience in developing Statement of Work, Independent Government Cost Estimates, Determination and Findings, Sole Source Selection justification, Contract Evaluation Criteria/Factors, Contractor Performance Assessment Rating Systems (CPARS), Quality Assurance Surveillance Plans, Request for Proposal, and perform on a Technical Evaluation Panel. Factor 4: Past Performance (20 points) Past Performance: Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
