- The United States Agency for International Development (USAID) in Guatemala intends to issue a Request for Proposals (RFP) for an anticipated five-year, cost plus fixed-fee completion type contract. The USAID Central America Project for a Sustainable Response to HIV – PASCA II - aims to form new partnerships, encourage more innovation, prioritize greater results, increase program ownership for long-term results, build local leadership and capacity for improved development, and strengthen civil society to improve aid effectiveness and sustainability. In accordance with the Global Health Initiative (GHI), the PASCA II Project will strengthen health systems through improving the implementation of HIV/AIDS policies, and ensuring that civil society organizations have the capacity to advocate for steps toward achieving the goals of the policy framework in Central America. PASCA II follows the GHI principles of empowering women, encouraging country ownership and investing in country-led plans, strategic coordination and integration, improving metrics and monitoring and evaluation, and promoting research and innovation. The Project will provide technical assistance to contribute to an “Increased country ownership of the HIV policy response to improve access to HIV/AIDS services for Most-at-Risk-Population (MARPs)”. This PASCA II Project will build on the experiences and lessons learned from the previous PASCA Projects, as well as ensure high level coordination and communication among the policy counterparts. Following are the expected results under this project: A. Improved implementation of national and regional HIV/AIDS policies. B. Improved use of national resources in the HIV response. C. Improved engagement of the private sector in the HIV response. The resulting contract will be a direct follow-on award to the current program to strengthen the response to HIV in the Central American countries, currently implemented by Futures Group International, LLC.
