SECURITY FIELD ADVISOR (TWO POSITIONS) Lima, Peru Issuance Date: 10/17/2013 Closing Date: 10/31/2013 SOLICITATION NUMBER: PSC-14-005-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: Security Field Advisor (TWO POSITIONS) 6. MARKET VALUE: $53,003 - $96,061 (FS 04/03) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Lima, Peru 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The U.S. Department of State's (DoS), Office of Aviation (INL/A) supports the Bureau of International Narcotics and Law Enforcement Affair's (INL) interregional aviation program, playing an important and crucial role in the USG's efforts in waging an aggressive and effective attack against the foreign drug and crime threat. The Office of Aviation supports host governments worldwide in their efforts to locate and eradicate illicit drug crops, interdict illicit drug production and trafficking activities, and develop their own institutional counter-narcotics aviation capabilities. The Office is responsible for providing the aviation assets, USG contractor services and the personnel to oversee and manage the assistance provided so that the host government can conduct air-supported curtailment of the supply of illegal drugs through eradication of drug crops, interdiction of refining laboratories and trafficking activities, and other enforcement operations as defined by the USG-Host Government bi-lateral agreements. The aviation assets and personnel are managed by the INL Section of the U.S. Embassy in Lima and operate from a Main Operating Base (MOB) in Pucallpa and up to four forward operations bases (FOB) east of the Andes. The INL Section must insure that these assets are adequately protected and utilized in accordance with INL/A Operations Directives. Host nation personnel must be trained and supervised to provide the required base security, support air operations, and perform base upkeep and maintenance. Purpose: The purpose of this personal service contract position is to provide a Security Field Advisor as required at INL-Section-controlled locations in Peru to advise and coordinate with the U.S. Embassy and host nation personnel in overseeing the security posture of the base and the operations conducted from there. Relationships: The Security Field Advisor works under the direct supervision of the Field Advisor / Security Supervisor. The Advisor exercises wide latitude for independent action in executing approved programs with limited supervision while in the field. Duties and responsibilities: 1. Manage and supervise INL Section-sponsored/directed activities in support of Peruvian counter narcotics operations. 2. Advise on specific matters related to the security of human and material resources at all operational sites. Coordinate with other Embassy elements and host country agencies to assess the threat level at the operational sites to determine and implement appropriate security measures. 3. Direct, plan, and coordinate with the Senior Field Security Supervisor/Advisor and Aviation Advisors on decisions regarding the safety and security of U.S. government personnel and property. 4. Develop Emergency Action Plans for INL Section facilities in Peru and train the personnel at those facilities in their execution. 5. Through continuous over sight and end-use monitoring at all INL Section Aviation sites, ensure that USG-provided commodities are effectively utilized and that there is no fraud, waste, or mismanagement. 6. Oversee and directly supervise minor construction projects and facilities maintenance at INL Section facilities. 7. Set up base camps used for eradication campaigns, including infrastructure for security, communications, field sanitation, hygiene, lodging, and food services. 8. Set up, maintain forward aviation fuel storage and dispensing points to support INL Section aviation, and approved host nation aviation operations. Maintain quality assurance and accountability for aviation fuel. Supervise host nation fuel handlers. Order aviation fuel and coordinate to have aviation fuel delivered to operational sites. 9. Set up and coordinate HF, FM, and VHF radio, satellite, telephone and e-mail communications in support of INL Section Aviation activities east of the Andes. 10. Oversee and directly supervise host-nation contract personnel at the various INL Section facilities as directed by the Senior Field Security Supervisor/Advisor 11. Coordinate with U.S. Embassy sections, USG agencies and host country counterparts to identify logistical support requirements consistent with policy and guidance from the INL Section Director, Deputy Director, Senior Aviation Advisor, and Deputy Senior Aviation Advisor. 12. Provide operational and training expertise to National Air Police, Counter Narcotic Police and civilian manual eradicators in field operations; direct and guide in teaching paramedic programs for forward deployments, pathfinder program instruction, procedures for forward deployment missions, Airmobile and Fixed Wing Aircraft Operations, Fast Rope, STABO and emergency extraction techniques for internal search and recover missions. 13. Provide operational field support to humanitarian missions and search and rescue missions approved by the Chief of Mission (COM). 14.. Set up and run weapons qualification courses and ranges for M-4 carbine, shotguns, 9mm pistols and 357 revolvers when directed. 15. Direct training and oversight for the safe use of M60D machine guns for helicopter self-defense in hostile environments. 16. Support the INL Section Aviation Program in the implementation of U.S.-Peru counter narcotics and other bilateral agreements, and support ad hoc INL Section projects as directed. Minimum Requirements: • U.S. citizen, able to obtain/maintain a Department of State Secret Security and medical clearance. The medical clearance must be approved for service in forward operations locations throughout the country of Peru. • High school diploma or GED with a minimum of ten years experience in military special operations. • Demonstrated oral and written Spanish communications skills (3/3 on the Department of State language proficiency scale). • Demonstrated oral and written English skills (4/4 on the Department of State language proficiency scale). • Experienced in performing under difficult conditions (e.g., limited resources, personal security risks, conflicting and changing priorities, difficult living conditions, and language and cultural barriers). • Able to successfully complete the distance learning FSI Contracting Officer's Representative (COR) course within 120 days of arrival to Post. • Demonstrated two years work experience in Latin America with counter-narcotics or similar programs. • Proficient in Microsoft Office Suite. Evaluation Criteria: Factor 1: Field Security Experience 20 points Ability to coordinate with other entities and agencies (U.S. Government and Government of Peru), assess potential threat levels at operational sites, determine, and implement appropriate security measures. Ability to execute established security plans and recommend modifications to same as the situation warrants. Factor 2: Training Experience 20points Experience, knowledge and supervision of training (in English and Spanish languages) in areas such as first aid, field sanitation and hygiene, pathfinder techniques, airmobile operations, FRIES, STABO, emergency extraction techniques, and external load operations. Experience in setting up and running HF, FM, and VHF communications systems. Education level, special operations training, security experience, and years working in Central or South America. Factor 3: Operational Experience 20points Ability to direct and plan aviation field operations and provide oversight and supervision of counter narcotics activities. Ability to perform physically demanding work in rugged terrain for long hours at a time. Factor 4: Logistics Experience 20 points Ability to maintain base facilities and remote sites in optimum operating conditions and provisioned with required support materiel. Ability to construct a base camp including temporary eradication camps. Ability to supervise host-nation work force personnel. Ability to monitor and ensure that resources and commodities are effectively utilized and that there is no fraud, waste or mismanagement in the Program. Factor 5: Past Performance 20 points Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
