Description
The original synopsis was posted through Navy Electronic Commerce Online (NECO) on June 6, 2013. This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. The Naval Sea Systems Command and various ordering activities designated in Basic Ordering Agreement N0002414G4302 plan to issue multiple orders with Electric Boat Corporation, 75 Eastern Point Road, Groton, CT 06340 for unique parts held by this company for USS SEAWOLF (SSN21) and USS VIRGINA (SSN774) Class submarines. This "class synopsis" will cover multiple orders through 30 September 2014 to include line items for emergent USS SEAWOLF (SSN21) and USS VIRGINIA (SSN774) Class Submarine Shipbuilder Coded Unique Parts and Specialized Materials delineated in the CATIA database and not otherwise available through regular purchasing channels or the Navy supply system in time to meet mission requirements. Procurements under this class synopsis will be conducted on a sole source basis in accordance with the statutory authority in 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is that Electric Boat Corporation is the only company that possesses the inventory and has the necessary skill set to provide certain specialized materials used on USS SEAWOLF Class and USS VIRGINIA Class submarines. The Government does not possess the Level III drawing package, specifications, and test procedures to allow for full and open competition. These procurements are unique to the USS SEAWOLF Class (SSN21) and USS VIRGINIA Class (SSN774) submarines and must integrate precisely with the existing equipment in terms of form, fit, function, and compatibility. These requirements will be negotiated on a sole source basis with Electric Boat Corporation in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
