- THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE GOVERNMENT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. Synopsis: Purpose of Notice: The purpose of this sources sought synopsis is to determine the availability of qualified small business contractors to perform facilities maintenance services under a possible Job Order Contract (JOC) pursuant to AFARS Subpart 5117.90, to include: Certified Small Businesses, 8(a) contractors, HUBZone Certified Small Business Concerns, Service Disabled Veteran Owned Small Businesses, Small Disadvantaged Businesses, and Women-Owned Businesses. The facilities maintenance services will be for the National Guard Bureau (NGB)'s Arlington Hall Station (AHS) located at 111 South George Mason Drive, Arlington, Virginia. The National Guard Bureau (NGB) requires Facilities Management (FM) services to operate and maintain the Arlington Hall Station (AHS) at 111 South George Mason Drive, Arlington, Virginia. The FM contractor shall provide all program management, engineering and operation and maintenance and repair services that are required to operate and maintain the facility. The facility consists of two buildings: Building One (AHS1) was constructed in 1992 and Building Two (AHS2) in 2010. Each Building contains 250,000 square feet for a total of 500,000 square feet. The facility has approximately 3,000 employees. There are two parking garages, one on each side of the facility containing approximately 900 parking spaces. The site encompasses 14.8+ acres. AHS houses private offices, open administrative work areas, VIP offices, various mechanical, electrical and telephone rooms and closets, electrical switchgear rooms, emergency generator rooms, uninterruptible power supply (UPS) rooms, battery rooms (UPS), loading docks, arms room, supply room, FM contractor's office, main telephone room, provost marshal's office, kitchen and cafeteria, secure main computer room, secure distributive processing rooms, secure video teleconferencing center, operations centers (operated 24/7), distance learning laboratory, conference rooms, snack bar, mechanical penthouses, passenger elevators, service elevator and rest rooms. The 14.8+ acre site encompasses the main buildings, the two parking garages, entry and service drives, visitor surface parking, National Guard Minuteman statues/plaques, lawn areas, plant beds, main entrance switchgear, underground ice storage tanks, underground fuel storage tanks, two office trailers, three guard shacks, two over-watch shacks, and one portable guard shack. Site access is restricted and controlled by perimeter fences, monitored security cameras, gates, bollards, pop-up barriers, guards and proximity cards. This is a federal government facility and represents a significant investment that must be properly operated and maintained to prevent deterioration of the building and property. The building incorporates technology that controls temperature, humidity, and environmental conditions. The operation of the facility must be in compliance with strict environmental and atmospheric control standards. Energy efficiency is an important consideration. The Facility will normally be open from 6:00 AM to 6:00 PM for routine visits by members of Congress, Cabinet level staff, Department of Defense VIP's and staff, NGB General Officers, General Officers and staff from the fifty States and Territories and the District of Columbia, as well as other dignitaries, retired government employees and contractors. On occasions, evening activities will occur, usually in the form of social events and various classes and meetings. Accordingly, all contractor personnel shall abide by strict standards of personal behavior. Smartness of appearance and cleanliness of the facility is exceptionally important. An escort policy for restricted areas is strictly enforced. Set Asides and Codes: This sources sought is seeking ONLY SMALL BUSINESS concerns classified through the North American Industry Classification System (NAICS} under code 561210 FACILITIES SUPPORT SERVICES. The Small Business Standard Code (SIC} is 8744 Facilities Support Services ($35.5M). The FSC is Z1AA (Maintenance of Office Buildings). Pre-Solicitation Announcement: It is anticipated that a pre-solicitation announcement will be published in the Federal Business Opportunities on or about December 13, 2013. The contract will consist of multiple Contract Line Item Numbers (CLINs), inclusive of Options, for proposing various rates for quote mark Coefficients. quote mark quote mark Coefficient quote mark means a numerical factor representing costs not considered to be included in quote mark Unit Price Book quote mark unit prices. quote mark Unit Price Book quote mark means the compilation of sustainment, restoration, and modernization tasks, associated units of measure and unit prices that are used in Job Order solicitation and JOC. Coefficients may consist of items such as: (1) general and administrative and other overhead costs; (2) insurance costs; (3) bonding and alternative payment protection costs; and (4) protective clothing, equipment rental, sales tax and compliance with tax laws, and also contractor's profit, as applicable. Contingencies such as changes in wage rates and the effect of inflation in Option-Years will NOT be address via an Economic Price Adjustment pursuant to AFARS 5117.9004-2(h). Coefficients proposed by Offerors are multiplied times the unit prices in the Unit Price book to price a job or project on individual orders. The Coefficient(s) proposed by the Offeror and accepted by the Government are incorporated into the contract. Project Scope & Type of Contract: This will likely be a quote mark Job Order Contract (JOC) quote mark by means of a Firm Fixed Price (FFP) Indefinite Delivery-Indefinite Quantity Contract (IDIQ), which is intended to be awarded on the basis of Full and Open Competition after Exclusion of Sources. This type contract is used to execute sustainment, restoration and modernization projects at AHS. The JOC includes a comprehensive collection of detailed repair, maintenance, and limited minor construction task descriptions or specifications, units of measure and pre-established unit prices for each of these discrete tasks. Each project or job ordered under a JOC is normally comprised of a number of pre-described and pre-priced tasks. The Contractor shall be proficient in using RS Means complete management system called JOCWorks and Means Data quote mark Non-prepriced task or item quote mark means a necessary, but incidental, part of a job or project ordered or to be ordered under a JOC that is not susceptible to unit pricing using the pre-priced tasks in the Unit Price Book or data base incorporated in the JOC. The coefficient developed for a pre- priced task or item must not be applied to a non-pre-priced task or item. JOC unit prices include direct material, labor and equipment costs, but not in direct costs or profits which are addressed in the coefficient(s). Estimated Dollar Ranges: Estimated contract amount over the life of the contract (should the contract be a base year plus four-option-years) is between $15M and $25M. Required Surety: Performance and Payment Bonds are required and must be sufficient to cover the stated estimated annual maximum contract value. All costs associated with bonding shall be included in the coefficient. Period of Performance: Either Five (5) Years consisting of One (1) Base Year and Four (4) each Option Years, or Three (3) Years consisting of One (1) Base Year and Two (2) each Options Years. Either contract vehicle will begin from Notice to Proceed. Response Requirements: Submissions for market research consideration purposes will only be allowed via email to Mr. Aaron Skinner at aaron.d.skinner.civ@mail.mil. Submissions will be limited to eight (8) pages and shall include a Capabilities Statement with the following: 1. Offeror's name, addresses, points of contact, telephone numbers, and e-mail addresses; 2. Offeror's business size to include designation as Certified Small Businesses, 8(a) contractors, HUBZone Certified Small Business Concerns, Service Disabled Veteran Owned Small Businesses and Large Business Concerns. For 8(a) Contractors, please include proposed graduation date from the 8(a) Program. 3. Offeror's capability to perform, to include logistic complexity, and facility/project size. Include the following information. Narrative of previous experience using JOCs; and/or no more than three (3) relevant projects at least 50% complete within the past five years demonstrating the capability to perform the type of work described above under a single-award IDIQ contract. Project information should not exceed one (1) page per project and should include title, location, general description of the project, Offeror's role, dollar value of the project, and name of the company, agency or Government entity for which the work was performed with contact information (reference name, phone number and email address). 4. Narrative explaining level of proficiency using RS Means, JOCWorks, and/or Means Data. 5. Offeror's bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). Failure to provide accurate information could result in this requirement being removed as a Small Business-Set-Aside to a Full and Open Competition.
