Description
The U.S. Army Corps of Engineers, New England District is issuing a Invitation for Bid solicitation set aside for certified small business contractors for Repairs to the Sakonnet Harbor Breakwater. The NAICS code for the work described below is 237990, size standard is $33,500,000.00. The estimated construction cost is between $500,000.00 and $1,000,000.00. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The work of this project consists of repairing the Breakwater, located on the west side of Sakonnet Harbor, Little Compton, Rhode Island. Repairs involve mobilization and demobilization, and the furnishment, delivery, and placement of new stone to replace stones displaced during Hurricane Sandy in October 2012, and to fill in existing gaps and low points along the breakwater. The repairs shall be performed to restore damaged sections of the breakwater to the original profiles and cross-sections. The Sakonnet Harbor breakwater is an 800 long placed stone structure with a crest height of 8.0 feet above Mean Low Water (MLW), a crest width of 15 feet, a seaward slope of 1 on 2, and a leeward slope of 1 on 1. Repairs will require substantial moving and manipulation of existing stones to obtain the required interlocking placement. Mobilization of equipment and rehabilitation of the breakwater may require a combination of land and marine construction methods and resources. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about October 16, 2013. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov). All responsible sources may submit a bid which shall be considered by the New England District. Additional questions may be emailed to the Contract Specialist at Elandria.M.Cameron@usace.army.mil. The subject solicitation number will be posted as W912WJ-14-B-0003.
