Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal. Please reference solicitation number HSTS07-14 -R-00001 on all correspondence. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. This solicitation is being issued as Total Small Business Set Aside. The North American Industry Classification System (NAICS) is 611699. This combined solicitation/synopsis is for the purchase of range services on an established/existing range in accordance with the following requirements. Services anticipated November 10, 2013. The Department of Homeland Security (DHS) has a requirement for a firearms range to conduct mandatory quarterly qualifications and other firearms training. NOTE: THE RANGE MUST BE AN ESTABLISHED RANGE; THIS IS NOT A REQUEST TO BUILD A RANGE. The range shall be within 10 miles of downtown Renton, Washington. Furthermore, the range must be in a location that can be accessed by vehicle within a 15 minute drive (with traffic) from Renton, Washington. The proposed range must meet the following standards to qualify for consideration: As set forth in the section entitled, Location and Schedule Requirements, the range must be available exclusively to the Department of Homeland Security (DHS) during the time indicated. The range must be indoor and possess a minimum of 10 firing points and must be able to accommodate a qualification course distance minimum of 1.5 yards and maximum of 25 yards. The indoor range shall possess air conditioning, heating, and approved ventilation system in conformance with existing OSHA standards. If an award is granted and OSHA standards are not in accordance with regulation, the government has the unilateral right to terminate contract at any time via written signed modification. The contractor is reminded that in accordance with subparagraph (q) of FAR clause 52.212-4, "Contract Terms and Conditions - Commercial Items," the contractor shall comply with all applicable Federal, State and local laws, executive orders, rules and regulations applicable to its performance under this contract for range services. The range must provide 10 points of the facility (which must be separated/barricaded) for exclusive use for DHS personnel and must be closed to the general public during corresponding hours. DHS requires to reserve to use of the range (inclusive of store hours) in 2 to 4 hour blocks. DHS estimates using the range for approximately 360 hours per year (approximately 30 hours per month) for actual on range usage (NOTE: time spent in classroom is not classified as on range usage) but will not be limited to a number of hours per month. Pricing must be based on a monthly basis for unlimited use not to exceed 360 hours per year. The estimated number of rounds per year is 500,000 per year. The indoor range must possess adequate exterior lighting in both public and work areas. The range must possess the ability to adjust lighting for low light condition shooting. The range must be equipped with indoor restroom facilities with running water located in the range facilities for DHS use.. The indoor range will possess an on-site facility to accommodate approximately 20 students for briefing purposes. The range must be able to accommodate the following: 9mm,.40,.357 caliber, 12 gauge and 556 frangible ammunition. The range rules must allow movement between firing points and not restrict movement-oriented firearms training by students (e.g. standing to kneeling transitions). The range rules shall allow shooters to draw and fire from the holster and from concealment. The range rules may not disallow a student from moving in front of the firing points with an instructor present, such as tactical move and shoot drills. The range backstop/bullet trap must be maintained to provide a safe shooting environment. All equipment associated with the indoor range must be good working order and functional during courses of fire (i.e., pulleys, target system, lighting, etc.) The range shall provide sufficient trash receptacles for used targets, target backers, and empty ammunition boxes. A 40 foot (government owned) CONEX box is required to be stored at the range site. Special targets, aircraft seats, range equipment and other equipment deemed necessary (such as field targets, barricades, and other shooting equipment) will be stored in this unit. There will be no additional cost to the government for storage of this CONEX box. Price Factors Offerors shall provide pricing to cover a (1) year base period and (4) one year options. Options will evaluated at time of award. Pricing must be quoted on a monthly basis. Pricing for the base year and 4 term option years must be submitted as follows: Base Year and Four Options: Base Year : November 10, 2013 - November 9, 2014 = _____________ (monthly rate) X 12 months =__________________ per year Option Year One: November 10, 2014 - November 9, 2015 = _____________(monthly rate) X 12 months=____________________per year Option Year Two November 10, 2015 - November 9, 2016 = _____________(monthly rate) X 12 months=___________________per year Option Year Three: November 9, 2016 - November 10, 2017 = _____________(monthly rate) X 12 months=________________per year Option Year Four: November 9, 2017 - November 10, 2017 =_______________(monthly rate) X 12 months=_____________per year Offerors are reminded to submit pricing for all years. A proposal submitted without pricing for a base and four one year term options will be considered technically non-responsive and may be removed from consideration for award. Contractors will be permitted to bill on a monthly basis for hours used during the month. Invoice to be submitted only once a month. The Government intends to award a firm-fixed price purchase order and may award without discussions. The Government will award a contract resulting from this solicitation only if it can be determined that the responsible offerors proposal, conforming to the solicitation, will provide the most advantageous solution to the Government requirement, considering price and other factors. The Government reserves the right not to award a contract in response to this solicitation if it determines that none of the offers received provide the best value to the Government. In such a case, the Government will not be liable for any bid or proposal costs. The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Aug 2009), with its quote. An offeror shall complete only paragraph (b) of the provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. FAR.52.212-4, Contract Terms and Conditions-Commercial Items (Mar 2009) applies to this acquisition. 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items (Sep 2009) applies to this acquisition. The following clauses under subparagraph (b) apply: 52-215-1 (4) Instructions to Offerors - Competitive Acquisition The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
