Description
SOURCES SOUGHT: The Mission and Installation Contracting Command (MICC) Fort Bragg, NC is conducting market research to determine the existence of interested sources capable of providing Logistics Information System sustainment services in accordance with the attached draft Performance Work Statement (PWS). The resulting contract will include a 30 day phase in from 30 August 2014 through 29 September 2014; an eleven (11) month base period of performance from 30 September 2013 to 29 August 2015 and two one (1) year options. The qualifying NAICS code for this effort is 541513, quote mark Computer Facilities Management Services. quote mark The small business size standard for this NAICS code is $25.5M. MICC - Ft. Bragg is requesting responses from qualified firms within the selected industry classification that are able to perform the requirement in its entirety as a Prime contractor. Small business firms must demonstrate the capability to perform a minimum of 51% of the work. The use of subcontracting, teaming agreements, and joint ventures is authorized and should be articulated in the response if anticipated for use. This is not a request for proposals; the market data collected will be used to formulate an acquisition strategy to procure Logistics Information System sustainment services for the United States Army Reserve Command (USARC). Included with this notice are a copy of the draft Performance Work Statement (PWS) and a list of the key qualifications for the contractor and contractor personnel. The qualifications have been extracted from the PWS for informational purposes and are not all inclusive. The attachment was developed to provide a quick overview of the key qualifications required for performance. Both the PWS and the associated qualifications are in draft form and are subject to change. The finalized documents issued with the formal solicitation will take precedence over any previously issued documents. OVERVIEW OF REQUIREMENT: The United States Army Reserve Command (USARC), Deputy Chief of Staff Logistics (G-4), Systems Branch is responsible for Sustainment Information Systems (SIS), New Equipment Fielding, New Equipment Training (NET), functional, technical sustainment and life cycle support of SIS for the United States Army Reserve (USAR). Headquarters USARC is located at Fort Bragg, North Carolina. The requirements of the PWS include six (6) Business Areas (BAs). The BAs are Project Management Support (BA 1), SASMO Support (BA 2), Network and Technical Support (BA 3), SAMS-FM (BA 4), New Equipment Fielding Facility - Tactical Computer Exchange (NEFF-TCX) (BA 5) and LogDAT (BA 6). The geographical scope of the contract is all Army Reserve units throughout the Continental United States (CONUS) and Puerto Rico. The Contractor shall provide direct support for approximately 12,266 SIS. The USARC expects an increase over the next four (4) years to more than 15,000 SIS. Contractor personnel shall be located in multiple locations across CONUS and Puerto Rico. Contractor locations shall be subject to relocation in support of USARC requirements at the discretion of the Government. To enhance support from a call-center type environment, the Contractor shall consolidate SASMO assets in four geographical regions as well as Fort Bragg, Aviation Unit Support and Puerto Rico. The areas of SASMO support will be located regionally within the four Regional Support Command (RSC) areas of support or in the future may migrate to an area of support more advantageous to the Government. The Contractor will evenly distribute SASMO (BA 2) support across the 4 (four) regions (excludes the SASMO support located in specific areas, such as; aviation and Puerto Rico). SCOPE OF REQUIREMNET: The basic objective includes: Provide Sustainment Information System Support (SISS) to the USAR. SIS includes, but is not limited to, Standard Army Management Information Systems (STAMIS), Business Intelligence Tools (BIT), Programs and Systems, USARC Unique Sustainment Information System such as Logistics Data and Analysis Tool (LogDAT) and Standard Army Maintenance System - Fleet Management (SAMS-FM), and any emerging information systems required by the Army to support USAR. The Contractor shall provide for new equipment fielding, life cycle support, troubleshooting, installing, configuring and testing hardware and software, functional and technical training, logistics network support, maintenance and warehouse (computer and systems hardware) operations, sustaining SIS, supporting SIS upgrades for hardware and software, developing plans, preparing reports, and providing functional and technical recommendations. SUBMISSION GUIDELINES: All parties interested in supporting the subject requirement for USARC's Logistics Information System Services in accordance with the attached draft PWS are to prepare a response to include the following information: 1. Company Name with a Point of Contact 2. DUNS Number and CAGE Code 3. Small Business Certifications (if applicable) 4. A brief description of your company and its capability to meet this requirement. 5. Provide contract references of relevant contractual experience obtained within the last five years. To be considered relevant, the contract reference must be of a similar scope and magnitude to the subject requirement and reflect expertise in some or all of the required tasks required by the PWS. All contract references shall include a description of the requirement, the contract number, the dollar value of the requirement, the period of performance, the organization supported, a description of the requirement, and correlation of the cited requirement to the functions required under the subject requirement. 6. In addition to the contract references required by item 5 above, the response shall also demonstrate experience with staffing and managing Government IT support requirements with70-100 qualified IT personnel located in geographically dispersed locations. 7. Cite any additional relevant information regarding the capabilities of the company and their ability to satisfy the subject requirement.
