Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center (CC), Department of Transfusion Medicine (DTM) intends to award on a sole source basis to Terumo BCT, Lakewood, Colorado 80215 to provide annual maintenance service for five (5) existing government owned machines, the COBE® Spectra Apheresis System and five (5) Spectra safe seals that is used for transfusion services in the Blood Services Section of DTM. Terumo-BCT is the sole proprietor and registered trademark holder of the COBE® Spectra Apheresis System which is a blood component separator that allows performance of therapeutic exchange and depletion procedures for patients, and to collect blood components from donors. There is no other known company that can provide the breadth and depth of knowledge of the unique instrumentation to properly service the COBE® Spectra Apheresis System and Spectra safe seals used for patient care. To ensure optimal performance of the machines only a Terumo BCT trained technician must perform the preventive maintenance (PM) procedures found in the appropriate service PM kit(s). This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments referencing this posting number may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Andre Moody, contract specialist, amoody@cc.nih.gov by the due date and time marked in this notice.
