- Amendment 0003 1. CONTRACT INFORMATION: By this FBO Notice, the US Army Corps of Engineers, Chicago District announces its intention to procure Geotechnical engineering services in accordance with PL 92-582 (Brooks A-E Act) as implemented in FAR Part 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. The contract type selected for this procurement is a Firm-Fixed-Price, Indefinite Delivery Contract. Up to two contracts are anticipated and may be awarded for these services. Each contract period is not to exceed 5 years, which will consist of one (1) base year and four (4) 1 year options. Each contract will have a total capacity not to exceed $5,000,000.00. Individual, fixed-price delivery orders will not exceed $500,000. The government may advance options early to increase capacity where necessary; however the capacity over each entire contract period will not exceed $5,000,000.00. Work will be issued by negotiated firm-fixed-price task orders not to exceed this maximum limit. The contracting officer will consider the following factors in deciding which contractor will be selected to negotiate an order: performance and quality of deliverables under the current contract, current capacity to accomplish the order in the required time, and uniquely specialized experience. The government will satisfy minimum obligations for each year of the Contract, upon award of the Base year and the exercising of an Option period. Projected awards are anticipated in Winter 2014 (December 2013 - March 2014 timeframe). Project work will be performed within the Chicago and Detroit District's Boundaries. Work may also be performed for other projects within the boundaries of the Great Lakes and Ohio River Division, which includes all or parts of the following 17 states: Minnesota, Wisconsin, Illinois, Indiana, Ohio, Kentucky, New York, Pennsylvania, West Virginia, Tennessee, Alabama, Mississippi, Georgia, Michigan, North Carolina, South Carolina, and Virginia. Work may also be performed within Illinois and Wisconsin within the boundaries of the Rock Island District. Competition for this procurement is restricted to TOTAL SMALL BUSINESS CONCERNS. The winning small business contractor will be required to comply with the subcontracting limitations as set forth by the FAR Clause 52.219-14 "LIMITATIONS ON SUBCONTRACTING, wherein stated in pertinent part, "Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." The North American Industrial Classification System code for this acquisition is 541330, which has a size standard of $14,000,000. Project services are applicable to the Service Contract Act (FAR 22.10). To be eligible for a contract award, the Contractor must be registered in the System for Award Management. Registration is free and can be accessed at: http://www.sam.gov. 2. PROJECT INFORMATION: The work consists of geotechnical engineering services including: drilling, soil and rock sampling, borehole testing, well installation and pump testing, borehole and surficial geophysical testing, rock joint mapping, laboratory testing, geotechnical analyses and design, instrumentation installation and programming, quality assurance testing, and report preparation. 3. SELECTION CRITERIA: Firms must demonstrate in their submittal the ability to meet the selection criteria. The selection criteria are listed below in descending order of importance. Criteria ‘a' through ‘e' are primary factors. Criteria ‘f' through ‘g' are secondary factors and will only be used as "tie-breakers" among technically equal firms. a) Specialized Experience and Technical Competence. Engineering experience: perform traditional geotechnical analyses in soil and rock including slope stability, seepage, bearing capacity, and settlement; groundwater modeling; bio-engineering techniques for streambank protection; and utilizing geosynthetic materials; develop plans and specifications; and provide Construction Quality Assurance oversight on geotechnical features. Field experience: conduct on-shore, off-shore, and riverine field operations including: soil drilling and sampling; rock drilling and coring; in-situ borehole testing such as pump testing, pressure testing, and borehole geophysics; well installation; instrumentation installation and programming; work on HTRW sites; surveying of borehole locations; and rock joint mapping. The firm shall present a proposed organization chart and a narrative in Section H on SF 330 describing how the organization will function, including how the QA/QC plan will be implemented. b) Professional Qualifications. Education, training, registration, certifications, overall and relevant experience, and longevity with the firm of key management and technical personnel. Laboratory capable of receiving Corps of Engineers certification for testing soil, rock, and concrete samples. Describe current or past certifications or accreditations in Section H on SF 330. The firm that receives contract will be expected to obtain the Corps of Engineers certification at their own cost. c) Capacity. Capacity to perform two $500,000 task orders within a 6 month period and to execute multiple task orders simultaneously. The evaluation will consider the experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines (office engineers, field engineers, drilling and lab testing staff, and drilling and lab testing equipment). Describe owned or leased equipment that is available to perform this work in Section H on SF 330. d) Past Performance. Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. e) Knowledge of the Great Lakes Area. Knowledge of the locality with respect to the geologic conditions of the Chicago District and the Detroit District. f) Geographic Proximity. Geographic location of the principal design office within the Chicago District or Detroit District boundaries. g) Volume of DoD Contract Awards. Volume of DoD contract awards in the last 12 months. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit five (5) copies of SF 330 Part I, and five (5) copies of SF 330 Part II (submitted together in one document) for the prime firm and all consultants to US Army Corps of Engineers, Chicago District, 231 South LaSalle Street, Suite 1500, Chicago, IL 60604, ATTN: Elizabeth Newell, not later than 4:30 PM on the response date indicated above. FAXIMILE OR EMAIL TRANSMISSIONS WILL NOT BE ACCEPTED. THIS IS NOT A REQUEST FOR PROPOSAL. Solicitation packages will not be provided. Include the firm's DUNS number for the prime and key subcontractors in SF 330, block 10. The firm shall present its organization chart and a narrative in Section H on SF 330 describing how the organization will function, including how the QA/QC plan will be implemented. Firms shall identify those functions to be subcontracted out and where those subcontractors are located. Section E shall be limited to 20 resumes, 20 pages total. Section F shall be limited to 10 projects, 20 pages total. Section H shall be limited to 15 pages. Pages in excess of the maximums listed will be discarded and not used in evaluation of the selection criteria. Each side of a sheet of paper is a page. Use no smaller than 10 font size. Cover letters, company literature and extraneous materials are not desired and will not be considered. Firms may be rejected for incomplete or missing SF 330s. Blocks E and G of Part I must include only individuals proposed to perform the anticipated work, including all subcontractors or consultants, in the appropriate columns, and should not include persons that will not actually do the work. Block E must clearly show if individuals are full-time, consultants, or free-lance. Do not include promotional brochures, advertisements, or other extraneous material in a submission, such as prices, as this is not a request for proposal. Include the firm's point of contact, e-mail address, telephone number, and facsimile number in the submittal. Joint ventures shall submit the following additional documentation of the evidence of a joint venture entity: 1) Firms shall provide a copy of a legally binding joint venture agreement, and 2) Identification of the party who can legally bind the joint venture. If credit for the experience and past performance of key subcontractors is desired, copies of original letters of commitment shall be submitted. Commitment letters will not count against the submittal page limits. Firms responding to this announcement before the closing date will be considered for selection. Following an evaluation of the qualifications and performance data submitted, four or more firms that are considered the most highly qualified will be chosen for interviews. Selection of firms for negotiation shall be made in order of preference based on demonstrated competence and qualifications necessary to satisfy the performance in accordance with the specific selection criteria listed in the announcement.
