Description
This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to gain information leading to Government and/or Industry collaboration for development of Deployable Force Protection (DFP) technologies, capabilities, and to accelerate the delivery of these capabilities to the warfighter. The Adaptive Red Team/Technical Support and Operational Analysis (ART/TSOA) invites industry, academia, and government laboratories to submit technology demonstration papers addressing innovative technologies and capabilities, particularly those for use in austere environments: Forward Operating Bases (FOBs) and Combat Outposts (COPs) with less than 300 total personnel (including U.S. and non-U.S. personnel). After reviewing the technology demonstration paper submissions, the Government may invite select candidates to demonstrate their capabilities in an ART/TSOA assessment venue. During the events, technologies are evaluated based on warfighter need and applicability as well as technical limitations and vulnerabilities. Assessments will be held quarterly at various venues to include, but not limited to, Camp Roberts Army National Guard Base, CA., Playas Regional Training Center (PRTC), NM., Avon Park Bombing Range, FL., Camp Blanding, FL., Fort AP Hill, VA., Stennis, MS and Camp Atterbury, IN., through 31 December 2014. These assessments will provide the submitter an opportunity to interact with the warfighter, Department of Defense (DoD) Science and Technology community, academia, and other Federal Agencies. The purpose of the assessment is to evaluate the impact of emerging technology solutions and capabilities. I. Objective A). Background: The ART/TSOA conducts quarterly assessments supporting the Deployable Force Protection Technical Focus Team (DFP TFT). These assessments are conducted with representatives from Government Research and Development (R&D) organizations, academia, and industry. The assessments provide an opportunity for technology developers to interact with warfighters and determine how their efforts might support military capability gaps and high priority mission deficiencies. B). The environment facilitates a collaborative working relationship between academia, Government, and industry that supports the identification, assessment, and dissemination of emerging and mature technology information and accelerates the delivery of capabilities to the warfighters. II. Field Activities A). Assessment Focus and Submission will be conducted quarterly as follows: TSOA 14-2 Execution Date: 24-28 Feb 2014 Submission Date Deadline: 20 Dec 2013 Location: Stennis, MS TSOA 14-3 Execution Date: 2-6 Jun 2014 Submission Date Deadline: 21 March 2014 Location: Ft. A.P.Hill, VA TSOA 14-4 Execution Date: 8-12 Sep 2014 Submission Date Deadline: 27 Jun 2014 Location: Camp Roberts, CA TSOA 15-1 Execution Date: 8-12 Dec 2014 Submission Date Deadline: 3 Oct 2014 Location: Camp Roberts, CA B). Off-Cycle events will be executed on an as needed basis. III. Assessment Focus: The following areas are of particular interest A). Entry Control Point (ECP) 1). Detect explosives and other undesirable content on humans and vehicles entering a compound 2). Slow, stop, detain suspected persons B). Surveillance 1). Detect hostiles massing, digging, emplacing or other hostile activity 2). Provide non-visual ability to detect, identify, and locate indirect and direct fire 3). Autonomous surveillance 4). Detect changes in local populace's movements C). Cover/Reinforcement Resource 1). Provide protective cover from direct and indirect fire D). Active Defense 1). Kinetic solutions to counter multiple and simultaneous attacks 2). Passive / Active defense measures 3). Stop threat vehicles from advancing 4). Monitor/Jam enemy communications E). Assess 1). Automatically determine positive identification beyond range of threats 2). Automatically develop intelligence estimates to facilitate timely decisions F). Communicate 1). First mile tactical communications G). Power and Energy 1). Combat Outpost (COP) and smaller uninterrupted power 2). Renewable Combat Outpost (COP) and smaller uninterrupted power IV. Security Requirements A). The submittal process under this RFI is intended to be as streamlined as possible in order to allow the Government to leverage technology solutions capable of meeting urgent warfighter needs. Respondents SHALL NOT submit classified information in the technology demonstration papers and ITAR restrictions SHALL BE clearly listed. B). DO NOT SUBMIT PROPOSALS. SUBMIT TECHNOLOGY DEMONSTRATION PAPERS ONLY. NO CONTRACTS WILL BE AWARDED BASED ON THIS ANNOUNCEMENT. V. Submission Instructions Technology Demonstration papers shall be submitted electronically to: arl.umc@us.army.mil. The subject line of the email MUST indicate quote mark ART/TSOA, quote mark followed by the submitting organization's name. This RFI is effective through 31 December 2014. Technology demonstration papers may be submitted at any time during the effective period. A). General Information: Technology demonstration papers shall not exceed two (2) pages using PDF format and no less than 10-point font. The Respondent shall prepare an additional unclassified, non-proprietary title and summary page at the beginning of the document, which does not count toward the page limit. Technology demonstration papers in excess of two (2) pages may not be evaluated. Multiple concept papers addressing different technology demonstrations may be submitted by each respondent. Papers may be reviewed by ART/TSOA personnel or Naval Postgraduate School faculty, staff or students. Each technology demonstration paper must address only ONE demonstration. Selected respondents will be invited to participate in ART/TSOA experiments. ART/TSOA will provide venues, supporting infrastructure, and assessment (operational and technical) personnel at no cost to the selected respondent. The respondent's travel and costs of technology assessments will be at the respondent's expense. B). Submission Format: Section A: Respondent Name, Point of Contact, Title, Date, E-Mail Address, Phone #, Fax #, Organization/Office Symbol, and Address. Section B: Capability Description--What is the capability you are proposing for the assessment? What is the intended purpose of this technology? How will the capability enhance mission effectiveness? Describe limits of environment in which this solution can operate. Section C: Technology Demonstration. How do you envision executing the technology demonstration? What is the proposed demonstration methodology? Section D: Support Components. What additional support is required for the demonstration including hardware, software, data, facilities, and training? Section E: Please note related federal contracts to include point of contact and current telephone number and address. VI. Basis for Selection to Participate: A). Selection of respondents to participate will be based on the extent to which the technology represents a particular class or level of capability that can be provided to the forces. Other considerations include: 1). Relevance of or adaptability to military operations/missions 2). Relevance to current operational needs 3). Breadth of application 4). Technical maturity 5). Time B). Selected respondents will be notified in writing prior to event execution for the selected Technology Assessment events specified in paragraph E(2). VII. Additional Information A). All Respondents shall clearly identify and mark in writing all proprietary information provided on all documents. Lessons learned by ART/TSOA from these assessments may be broadly disseminated within the Government and Government support contractors. Respondents must provide information that clearly asserts rights in technical data if developed exclusively or partially at private expense in order to claim any restrictions. If the technology is developed exclusively at private expense, this means that the quote mark development was accomplished entirely with costs charged to indirect cost pools, cost not allocated to a government contract, or any combination thereof. quote mark Identification of the data or software must have enough specificity to support the respondent's assertion and is IMPERATIVE for the parties to avoid ANY misunderstanding during the information gathering and assessment activities. B). The purpose of this notice is to gain information on possible Government/Industry collaboration for development of ART/TSOA technologies and capabilities, and to accelerate the delivery of these capabilities to the warfighter. All proprietary information contained in the response shall be separately identified and marked. Any proprietary information contained in the response to this request will be properly protected from any unauthorized disclosure. C). Per Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): 1). The Government does not intend to award a contract on the basis of this RFI Notice or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. 2).
