Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Medical Materiel Agency (USAMMA) intends to negotiate solely (under the authority of FAR 6.302-1(a), 10 U.S.C. 2304(c)(1)) with Arcos, Inc., Houston TX, 77018-5308, for the procurement of a mobile decision support system to assist medical providers in proper fluid resuscitation of burn casualties. Specifically, the government will purchase a minimum of nine (9) Arcos Burn Resuscitation Decision Support System - Mobile (BRDSS-M) devices over a period of up to five (5) years. The BRDSS-M will be used in medical treatment facilities (MTFs) and during transport. The device should take patient weight, total body surface area (TBSA), time since burn, past fluids given, and urine output (UOP) into account to give a recommendation of fluids to provide the burn casualty. The BRDSS-M must have an airworthiness certification and be cleared as a medical device by the Food and Drug Administration (FDA). The following are additional capabilities requirements for this device: 1.Data input: allow manual entry of patient physiological parameters and fluid input/output data 2.Data storage: store 72 consecutive hours of patient data 3.Data transfer: allow transfer between devices using USB or similar port 4.Visual display: show patient parameters for hourly UOP, fluid intake by fluid type, fluid infusion recommendations by type and quantity, cumulative fluid intake in 24 hour increments, patient vital statistics, and recommended infusion limits. The displayed parameters will be user selectable. 5.Power requirements: use 110 VAC and an internal rechargeable battery 6.Battery operation: operate continuously for 8 hours on battery power 7.Litter attachment: attach to litter with NSN number 6530-01-380-7309 The North American Industry Classification System (NAICS) for this requirement is 339112 and the size standard is 500 employees. This announcement constitutes the synopsis requirements by the government per FAR 5.201; a written solicitation will be issued no sooner than 5 November 2013. Interested persons may identify their interest by submitting a capability statement, proposal, or quotation to the point of contact listed below. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects seventeen (17) days after the publication of this notice, the purchase may be awarded without further remark.
