- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to solicit quotes on a sole-source basis from Malabar International of Simi Valley, CA, via its sole authorized distributor, Integrated Procurement Technologies (IPT), of Vandalia, OH to procure the following three (3) items of Peculiar Support Equipment (PSE) in support of the C-40 Aircraft Program: 50 Ton Axle Jack, P/N: 50P9-AR, NSN: 1730- 01-468-8931; 35 Ton Axle Jack, P/N: 8782, NSN: 1730-01-588-2371; Wheel Dolly, P/N: 175-S2, NSN: 4910-01-469-9561. The Government intends to conduct this procurement under the authority of 10 USC 2304 (c)(1), as implemented by FAR 6.302-1. The Government does not possess sufficient data, drawings, or other specifications to permit full and open competition. Malabar International (and its distributors) is the only known firm with the unique knowledge and proprietary data required to fulfill the requirement for this specific equipment. No Commercial off the Shelf (COTS) items can be used as substitutes for this specific requirement. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price contract. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract.
