- The United States Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), Energy Supply and Industry Branch (ESIB) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Association of Climate Change Officers, The Climate Registry, and the Center for Climate and Energy Solutions, known collectively as ?The Consortium?, for support and facilitation of the 2014 Climate leadership Awards Program. The goal is to continue offering the Climate Leadership Awards program recognition event in order to: recognize organizations and individuals demonstrating exemplary leadership in responding to, and addressing, climate change; share information from subject matter experts and exchange best practices across a wide range of disciplines; and educate, build capacity, a nd foster new and ongoing partnerships and collaborations between attendees. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that The Consortium is uniquely qualified to satisfy the Government?s requirement, because they have extensive experience working with national and global corporations on carbon management, energy efficiency, renewable energy, and strategies to integrate climate change into their operations. The Consortium also has demonstrated capacity in working collaboratively with key stakeholders and leading efforts to recognize and provide awards to corporations for voluntary leadership in climate-related activities, and to offer high-level education and training events to climate practitioners across sectors. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement as stated herein may submit a capability statement, which if received within 10 calendar days of the date of this announcement will be con sidered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to the notice is solely within the discretion of the Government.
