Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTES. THERE WILL NOT BE A SOLICITATION AVAILABLE AT THIS TIME. This notice is a market research tool being used to determine the availability and adequacy of potential sources, particularly small businesses, prior to determining the method of acquisition and issuance of a solicitation. USAMRAA is seeking firms capable of conducting an exhaustive, systematic review of the literature on available biomarkers given a prioritized list of top military-relevant health effects and a prioritized list of military-relevant chemicals. The Contractor shall conduct an exhaustive survey of the literature on biomarkers for end organ toxicity, develop a tabulated spreadsheet summarizing the results of the literature survey, then follow the PRISMA 2009 reporting guidelines for determining eligibility of of articles for inclusion in a summary report of available biomarkers and final systematic review for submission to a peer-reviewed journal. See attached draft PWS for details. The Government anticipates a single firm-fixed-price contract with a Period of Performance of 180 days. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. It is requested that all interested small businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length) demonstrating ability to perform the requested services. Responses are due on Wednesday October 23, 2013 by 4:00 p.m. Eastern Daylight Time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice.
