Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to solicit and negotiate, on a sole source basis, a firm fixed price contract with Bell Helicopter Textron Incorporated (BHTI) located in Fort Worth, Texas pursuant to the statute authority permitting other than full and open competition 10 U.S.C. 2304(c)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements." The NAWCTSD has identified a requirement to procure three UH-1Y Flight Training Devices (FTDs), one AH-1Z FTD and aircraft/ trainer driven revisions. Additionally, the Government will procure Aircraft Common Operational Equipment (ACOE), provisioned items (spares), associated technical data required for operational and maintenance support, and three months of Initial Operational Evaluation Period (IOEP) to support each FTD. The estimated total value is $75,841,000. This sole source procurement is based on the existence of only one known H-1 aerodynamic software model that is proprietary to BHTI. BHTI's COPTER model was developed under BHTI's Independent Research and Development program to support its commercial aircraft business unit and subsequently matured the model for military application. Through extensive market research, the Government has not identified any other source possessing an aerodynamic software model that would satisfy the H-1 FTD requirements. This synopsis is not a request for competitive proposals, but rather a notice pursuant to FAR 5.203(a). Interested sources desiring to contest this synopsis may do so by providing a written capability statement with fully supported rationale. The capability statement may be submitted to La'Venji Daniels, Contract Specialist at lavenji.daniels@navy.mil no later than 5 November 2013 at 1:00PM (EST). The capability statement shall be submitted in electronic format that is compatible with Microsoft Word 2003. All information shall be furnished at no cost or obligation to the Government. Please be advised that a solicitation document is not available. If no written contest to this synopsis is received, a Justification and Approval in accordance with FAR 6.302-1 will be pursued. See Note 22.
