Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. (II) Solicitation W91SMC-14-T-0002 is being issued as a Request for Quote. (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 05-70 dated 30 September 2013. (IV) This acquisition is reserved for small business concerns. The Government intends to issue a single award to multiple offerors. The associated North American Industry Classification System (NAICS) code for this acquisition is 212393, small business size 500 employees. (V) Commercial Item Description: The 182 Airlift Wing Illinois Air National Guard is soliciting the purchase of the commodities road salt, urea, CA6 rock, black dirt, and rip rap. The Government intends to award multiple Blanket Purchase Agreements (BPAs) to a minimum of two offerors who offer the lowest price technically acceptable price to the Government. Best value considerations will not be considered. The offeror will provide proof that they can meet the technical portions outlined in the Terms and Conditions to include proper delivery methods as spelled out in the terms and conditions. The entire BPA Period will be from 1 November 2013 to 31 October 2018. (VI) The contractor is to provide all management, tools, equipment, materials, supplies, transportation, labor, and supervision necessary to accomplish the work in accordance with the Performance Work Statement (PWS) dated 03 October 2013. (VII) The total duration of this Blanket Purchase Agreement shall not exceed five years. Place of Performance: 182 Airlift Wing, Peoria, IL and RR1, Ipava, IL. (VIII) The provision at FAR 52.212-1, Instructions to Offerors, Commercial Items applies to this solicitation (IX) The provision at 52.212-2, Evaluation - Commercial Items does not apply.
