- The NAVSUP Fleet Logistics Center (NFLC) Norfolk Contracting Department, Philadelphia Office intends to acquire on an unrestricted, competitive basis Foreign Military Sales (FMS) management, logistics, analytical, training, and administrative support services in support of the Kuwait Ministry of Defense and its Liaison Offices located in the following four geographical areas: (1) Kuwait Air Force Logistics Office, Naval Inventory Control Point (NAVICP) Philadelphia, PA; (2) Kuwait Air Defense Office, Patriot, AMCOM, Huntsville, AL; (3) Kuwait Army, M1A2, TACOM, Detroit, MI; and (4) Kuwait Liaison Office, Defense Language Institute, Lackland Air Force Base, San Antonio, TX. Tasks include: Integrated Logistics Support (ILS) assessments and analysis, acquisition and support program implementation, monitor Supply discrepancy Reports(SDRs) and Beyond Economical Repairs/Beyond Physical Repair (BERs/BPRs) determinations; manage repair turn-around-times and liaisons with repair activities to expedite/accelerate the repairs of Kuwait Air Force assets; review supply support arrangements for each platform/ program and work with US Navy and Kuwait Air Force counterparts to resolve any discrepancies; facilitate overall FMS case management to ensure optimum use of available financial resources; provide support for Kuwait FMS Case Management Team during Financial Management Review (FMR) in Arlington, VA; establish and maintain access to FMS Case Management Information support systems for FMS clients; and function as Head Administrator for Kuwaiti officer students attending the U.S. Air Force Defense Language Institute for the facilitation, processing, and scheduling of courses. The proposed contract action is for services for which the Government intends to solicit and negotiate competitively on an unrestricted, best value, tradeoff basis. The placement of a Cost Plus Fixed Fee (CPFF) contract is anticipated encompassing a Base Ordering period commencing on or around 14 May 2014 through 13 May 2015, plus two, one-year option provisions to extend the term of the contract through 13 May 2017, if all options are exercised. The maximum CPFF Level of Effort (LOE) is estimated at 73,140 man-hours, inclusive of all options. Interested vendors will be requested to submit both non-price and price proposals. The evaluation for contract award will consider the non-price proposal more important than the price proposal. The solicitation is anticipated to be issued to the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil under Solicitation N00189-14-R-Z003. The applicable NAICS code is 541611 with a small business size standard of $14 million. Prospective offerors must be registered in the SAM (www.sam.gov) database to be considered for award.
