Description

This is a Sources Sought only. The Department of Veterans Affairs (VA) is performing market research to determine if there are any vendors with economic status of Service Disabled Veteran Owned, Veteran Owned, Women Owned, and other Small Businesses that can provide safety and emergency management inspection services for VA Palo Alto Health Care System. The projected period of performance is January 1, 2014 through September 30, 2014 for the base year and October 1st through September 30th for the remaining four option years. The socio-economic status of the responders will determine the type of set-aside. Summary of Work: The contractor shall provide safety and emergency management inspection services for approximately 80+ skilled nursing facilities, Adult Day Healthcare (ADHC) facilities, Residential Board & Care facilities, Residential Care facilities, Residential Lodging facilities, Medical Foster Homes, Grants Per-Diem program housing and Veterans (Vet) Centers throughout the San Francisco Bay Area. The contractor's inspections shall be based on compliance with the current edition of the Life Safety Code (LSC), NFPA 101, including other NFPA (National Fire Protection Association) standards as referenced by the LSC, Local and State laws. There is no solicitation document as this time. The NAICS is 541350 with Small Business size of $7 million. NOTE: Please ensure that SAM indicates this NAICS code if you are interested in the requirement. Only firms interested should send their information and/or capability statement and any questions by email to felicia.demita@va.gov no later than 4:00 PM Pacific Standard Time, October 28, 2013. Information should include: Name of Company, POC name, phone numbers, email address, Expiration date and DUNS number. Socio-economic status such as Service Disabled Veteran Owned Small Business, VOSB, Women-Owned Small Business, etc. should be included. Status will be verified using VetBiz. IMPORTANT: The resulting contract will have FAR 52.219-14 Limitations on Subcontracting (NOV 2011) or any updated version. This must be considered before representing your company as a small business for this NAICS code. Please note the following: (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for -- (1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
