- THE RESPONSE DATE FOR NIHLM2013877 HAS BEEN EXTENDED. PROPOSALS MUST BE SUBMITTED NO LATER THAN 1:00 PM, EST, ON THURSDAY, OCTOBER 31, 2013. This is is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR Part 15-Contracting by Negotiation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is being issued as a Request for Proposals (RFP) NIHLM2013877. This solicitation document incorporates provisions and clauses that are in effect in the FAC 2005-69 FAR Revision effective September 3, 2013, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). It is anticipated that ONE AWARD will be made from this solicitation. This requirement is for a base year with options for four (4) successive one year periods. The period of performance will begin on or about April 1, 2014. **The Solicitation, Statement of Work (Attachment 1), Electronic and Information Technology Accessibility (Attachment 2), and Buy Accessible Government Product/Service Accessibility Template (GPAT)(Attachment 3) are attached to this notice.** POTENTIAL OFFERORS ARE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION, ATTACHMENTS AND ANY AMENDMENTS. ALL INQUIRIES SHALL BE SUBMITTED ELECTRONICALLY TO THE CONTRACT SPECIALIST AT robin.hope@nih.gov AND SHOULD BE SUBMITTED BY SEPTEMBER 30, 2013. All offerors shall submit an electronic copy of their proposal no later than 1:00 p.m., local prevailing time on Thursday, October 31, 2013 to robin.hope@nih.gov.
