- T-38C Aircrew Training Device (ATD) Sources Sought Announcement T-38C ATD Program Description The T-38C ATD primary mission is to train advanced students in the fighter-bomber tracks of USAF pilot training. Training includes Undergraduate Pilot Training (UPT), Specialized Undergraduate Pilot Training (SUPT) and Introduction to Fighter Fundamentals (IFF) training. It also simulates various weather conditions and in-flight emergencies. The T-38C ATD users are represented by HQ AETC. The T-38C ATD program consists of 14 Unit Training Devices (UTDs), 11 Operational Flight Trainer (OFTs) and 12 Weapon Systems Trainers (WSTs). Instructor pilots utilize the UTDs for instrument training (40 degree Field of View), OFTs for Introduction to Fighter Fundamentals training (216 degree Field or View), and WSTs for Basic Flight Maneuvers training (360 degree Field of View). The training devices are located at Columbus AFB, MS; Laughlin AFB, TX; Sheppard AFB, TX; Vance AFB, OK; and Randolph AFB, TX. The TSSC is also located at Randolph AFB, TX. An additional OFT is located at Boeing, St Louis for software testing and is not covered by this contract. The T-38C ATD software updates are presently managed by AFLCMC/WLDMA located at Hill AFB, UT through the Avionics Post Production Support (APPS) program. This contract is currently held by Boeing who maintains software updates in both the aircraft and the ATD. Flight Safety International-Visual Simulation Systems is the Original Equipment Manufacturer (OEM) for the Vital X visual system and Database Generation System. T-38C ATD Service Requirements - Provide personnel and processes for engineering (tasks all the way from modifying the T-38C visual database generation system and NAVAIDS databases to training device modifications to OFP maintenance), logistics, maintenance, and operations services to support the T-38C ATD. - Provide on-site CLS relative to the maintenance and operation of the T-38C ATD in an unclassified environment in increments of 8, 12, or 16 hours per day, 5 days per week with the capability to surge as required by the customer. - Operation of a TSSC at Randolph AFB, TX to perform all hardware and software modifications, including but not limited to obsolescence updates, to the T-38C trainer product baselines and coordinate all logistics and maintenance functions. - Operation of a document library to maintain, stock, store, and distribute all T-38C ATD technical documents, engineering drawings, and software. - Operation of a Recompetition Support Plan function to track, repair, and stock spare parts for all T-38C ATD maintenance functions.
