Description
Arcata Associates, Inc. has a requirement for quantity 2 of the following. <p> Nexlog 740 Base System: 3U Rackmount, Core2 Quad CPU, Dual NIC, Embedded linux, Nexlog base software, web-based configuration manager and 1st year base software update. <p> The following options must be included in each recorder: <p> Integrated 7 Color LCS Touch Screen Display Upgrade to 4 X 1TB Hot Swap H/W-RAID5 = 3TB Storage Two DVD-Ram Drives Rack Mount Slides 4 Post, 3U (for Nexlog 740) Starter Pack: 4 Mediaworks Licenses + Media Agent 16-Channel Analog Card, 16 CH. Licenses Quick Install Kit (9 Connector Cable & Punch Block) 9.4 GB Double Sides DVD-Ram Rewritable DVDS (each) Services to include installation, training and project management <p> This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. <p> Brand Name or Equal Request In Accordance with FAR 52.211-6 <p> Brand name or equal is required because Nexlog is the current system that is connected to a legacy Motorola Centracom system which used to record LMR and 911 system traffic. The legacy Motorola Centracom system is over 12 years old and unfortunately there is no existing documentation detailing the backplane connections where the current recorder is connected and this new recorder will connect. <p> Due to the sensitive nature of the systems it supports it is vital that there are no glitches when the new system is installed. <p> Bidders that propose an equal product to the specified brand name and model numbers must provide their product and required cables to Arcata, at no charge, for testing evaluation in our environment to ensure the products can be integrated with our existing systems. Product must be available to Arcata for evaluation for up to 30 days; support must be provided by the bidder to assist with any connectivity issues since the backplane connections are unknown at this time. The bidding company assumes all risks and cost for shipping the product to and from Arcata. Arcata will ensure that the product is returned in the original packing as it is received. Direct delivery by bidding company is also an option. <p> Proposed product must interface with current LMR Conventional Motorola Centracomm analog dispatch consoles and 3 conventional Motorola Quantar Analog repeater systems audio as well as support a Digital Trunking system that will replace the legacy system in the future. System MUST be able to interface Post 1 telephones to record 811 telephone calls. <p> Proposals can not include any items that are being produced, manufactured or assembled by one or more entities that are owned, directed or subsidized by the Peoples Republic of China. <p> The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. <p> Terms and Conditions are attached and will apply to any purchase order that results from this solicitation. Attachments are titled RFES1 Terms and Conditions - Part 1 General Provisions and RFES2 US Government Terms and Conditions Part II FAR Clauses. <p> Questions regarding this acquisition must be submitted in writing to dfrc-arcata-procurement@mail.nasa.gov no later than 12:00pm Pacific Standard Time on Monday, October 28, 2013. Responses to question will be posted to this site by COB on Thursday, October 31, 2013. No further questions will be accepted past this date. Quotes must be valid for a period of 180 days from submission. Oral communications are not acceptable in response to this solicitation. Interested organization may submit their capabilities, qualification and pricing to perform this effort by using the On-Line RFQ system through Fed Bid Ops or by emailing their submission to DFRC-Arcata-Procurement@mail.nasa.gov no later than 4:00 p.m. pacific time on November 7, 2013. <p> It is the bidders responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). <p>
