- The Regional Contracting Department, NAVSUP Fleet Logistics Center Pearl Harbor (FLCPH) intends to intends to award a Sole Source Firm Fixed Price contract, under the authority of FAR Part 13, to Petroleum Analyzer Company of Houston, Texas for one (1) ALCOR JFTOT-230 Mark IV Jet Fuel Thermal Oxidation Tester, Part No. 102401. All items must conform to the American Society of Testing Materials (ASTM) Specification D3241 /IP323. A copy of this specification can be obtained from ASTM International, 100 Harbor Drive, PO Box C700, West Conshohocken, PA 19428. The Navy uses this specification to determine the thermal stability of its turbine fuels registered manufacturer utilizing FAR Part 13.106-1(b) (1). Award will be conducted under the provisions of FAR Part 12 Commercial Item and FAR Part 13 Simplified Acquisition Procedures. The prospective contractor must be registered in the System for Award Management (SAM). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This notice of intent is a request for competitive quotes. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPS (https://www.fbo.gov/). The RFQ number is N00604-14-T-3000. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-70 and DFARS Change Notice 20130930. It is the contractor s responsibility to be familiar with the applicable clauses and provisions. Includes start-up supplies and services warranty. 1 each. The Contractor must be registered in the System for Award Management (SAM) to be eligible for Department of Defense Contract awards. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
