- The NAVFAC Expeditionary Program Office (NEPO) has a potential requirement for the procurement of an explosive ordnance disposal vehicle (EODV). The Navy ™s EOD response team operates in both OCONUS and CONUS Areas of Operation (AOs). The Concept of Operations (CONOPS) for CONUS EOD units puts the teams in close vicinity to Unexploded Ordinance (UXO), Improvised Explosive Devices (IED) and other domestic threats on and off military installations. The intent of this potential requirement is to procure up to 16 vehicles to EOD teams throughout CONUS and Guam. NEPO intends the first two units delivered to serve as a Low Rate Initial Production (LRIP), in order to validate and verify stated requirements and capabilities have been met. The EODV will have the ability to carry one EOD response team and their equipment. Equipment includes one large and one small interrogation robot, bomb suits, one x-ray machine, C4ISR equipment, refrigeration container unit, on board power source producing up to 20kw, and miscellaneous EOD gear (printer, exterior storage for demolition material). A single EOD team consists of three personnel. The key performance parameters of the EODV include: 1) sufficient space for personnel to stand while working, 2) an on-board power source to support EOD equipment, 3) the system shall capable of sustained speeds of 70 MPH over primary roads at GVW, and 4) Electromagnetic Environmental Effects Control (the EODV and all its systems must be capable of operation in the extreme electromagnetic (EM) environments associated with CONUS based multi-agency incident responses). Respondents shall outline their qualifications relative to the requirement, specifically commenting on their automotive and armor experience, past performance of a similar project type and complexity, management, and facilities. Responses should contain company name, address, telephone number, facsimile number, and e-mail address, business size and status. The NAICS code for this potential requirement is 336112. The due date for all submissions is 1700 EST on 5 November 2013. Respondents should email their submissions to michael.fanizzo@navy.mil. Submissions should be five megabytes or less and in a format compatible with Microsoft Office. This is a sources sought notice issued by the Naval Facilities Engineering Command (NAVFAC), Headquarters, Washington, D.C., this is not a request for proposals. NAVFAC is conducting market research to determine the range of available contractors and assess their capabilities to perform the work requirements described. Submission of this information is for planning purposes only and is not to be construed as a commitment by NAVFAC to procure these services, to pay for the information requested or to make an award on the basis of this notice. Based on the submissions, NAVFAC may invite some respondents to present more information. All interested parties are invited to submit responses (consider using the attached as a template “ on the attached œStatement of Interest) describing their ability to perform the work requirements or describing any products with similar capabilities. Parties should also describe their experience, qualifications, past performance, company information, business size and status as it relates to the NAICS code provided, and any other relevant information. An award will not be made on any information or offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. The Government will treat all information received in response to this notice as proprietary and such information will be safeguarded in accordance with applicable Government regulations. Responses to this sources sought request for information will not be returned.
