- Attachment 1 THIS IS A SYNOPSIS for commercial services prepared in accordance with the format in FAR Part 5.207, as supplemented with additional information included in this notice. THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSAL (RFP) DOCUMENT. QUOTES ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. Solicitation number M00264-14-R-0001 will be issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 and DFARS Publication 20130419. This solicitation will be issued for 100% small business set-aside. The North American Industrial Classification System (NAICS) code for this requirement is 541611 and the small business size standard is $14 Million. The Service Contract Act (FAR 52.222-41) is applicable to nonprofessional Contractor employees supporting this requirement. 100% of the caseload will be performed out of the following locations: Quantico, VA; Walter Reed National Military Medical Center Bethesda, MD; Naval Medical Center Portsmith, VA; Wounded Warrior Battalion East, Camp Lejeune, NC; Veterans Affairs Polytrauma Rehabilitation Center, Minneapolis, MN; San Antonio Military Medical Center (SAMMC); Wounded Warrior Battalion West, Camp Pendleton, CA; Wounded Warrior Battalion West Detachment, MCB Kaneohe Bay, HI and the VA Polytrauma Rehabiltation Center, Palo Alto, CA. Contractor shall determine the appropriate wage determination using the following website: http://www.wdol.gov/. This acquisition is for the procurement of non-medical services to include: program management, analysis, and recovery care coordination services in support of the Wounded War Regiment (WWR) mission. This requirement will be Firm Fixed Price (FFP). There will be one FFP CLIN for Recovery Care Program Support Services and One Cost reimbursable CLIN for travel. The period of performance will be from date of contract award for a base period of twelve (12) months, with two (2) one year option periods, and one (1) six-month option period should FAR 52.217-8, Option to Extend Services, be invoked. The contract tasks for this requirement are outlined in the draft performance work statement (PWS) as set forth in Attachment 1. The RFP document, M00264-14-R-0001, will be available for downloading from FedBizOpps on or around October 28, 2013 at https://www.fbo.gov/. The anticipated award date of February 1, 2013. All responsible sources may submit a proposal which shall be considered by the Regional Contracting Office - National Capital Region, Quantico, VA 22134. Sources must have valid Cage Codes and DUNS Numbers or have the ability to obtain one. Sources must also be registered in Systems for Award Management. F.O.B. Destination is preferred. Quotes will be evaluated on the basis of best value to the Government considering experience of personnel, management plans, corporate experience, past performance and price.
