Description
The U.S. Department of Transportation Volpe National Transportation Systems Center (Volpe) intends to conduct negotiations in anticipation of awarding a purchase order to Advanced Digital Systems Incorporated (doing business as Mi-Co), a small business located in Durham, NC on a basis of other than full and open competition under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) as referenced in Federal Acquisition Regulation (FAR) Subpart 13.5. The order will be for three hundred (300) Mi-Forms Enterprise SmartForm perpetual licenses, five (5) years of annual maintenance, Mi-Forms basic and advanced training courses, a discovery and business process analysis, and professional implementation services for a period of approximately five (5) months. The Government has several minimum needs for their SmartForm solution inclusive of the following: accurate handwriting recognition, multi-modal feedback to a user (visual or aural) to reduce data entry errors at the point of capture, ability to improve the appearance of handwritten data on a mobile device, interaction with paper forms, maintenance of data validation in an asynchronous network environment, rapid deployment via an integrated development environment of new forms into an existing workflow, workflow creation and control, ability to pivot end point deployments (write once, deploy to many different hardware platforms), ability to secure data at rest and in transmission from central server to mobile devices, creation of validation rules on the form to reduce data entry errors at the point of capture, and ability to interface with a number of back end relational databases. Based on market research done, the Government has found the Mi-Co Mi-Forms software solution is the only commercially available solution to meet all the Government's needs. Specific criteria not offered by other products are the handwriting recognition and asynchronous capabilities. This is why the Government intends to award to Mi-Co on a basis of other than full and open competition. The applicable North American Industry Classification System number is 511210 with a size standard of $35.5 million. There is no quotation document available for this acquisition. As this procurement is for a commercial supply/service, interested parties shall make inquiries and/or provide capability information to the contact point shown in this notice within seven (7) calendar days after publication of this announcement, or by 1730 hours EST on 28 Oct 13. All timely responses received shall be considered by Volpe. Businesses will not be reimbursed for any costs associated with information submitted in response to this announcement.
